This issue of MICIP Continuous Communication includes information about the MICIP Process Guide update, MICIP User Groups, the MiMTSS integration, using new student mental health funding, and much more!
Continuous Improvement Conference Recap
About 460 individuals attended the Fall 2022 MDE Continuous Improvement Conference around the theme Continuous Improvement: Providing Connectedness, Safety, and a Sense of Belonging in Today’s World.
Overall conference evaluations were very positive; they also included suggestions. Below is a snapshot of comments:
- Starting at 7:45 was early, but it was nice getting out at 3:00. It is not my preference to start so early for those who choose to commute in the morning, but the day worked well and provided a lot of variety.
- It exceeded my expectations! I might prefer in-person keynotes, but I bet it’s more affordable and it was still very effective to have them zoom in, so I think that’s a great option to get the best speakers.
- The conference was well-organized from the initial check-in to obtaining parking stickers. The luncheon was well-designed, including moving lines quickly. All presenters respected timelines for presentations and had more than enough materials to review. The greatest compliment is that I look forward to having access to the conference materials in the near future to further study and comprehend shared information.
- It is nice to gather face to face with so many people with the same passion.
- Thank you for providing a Covid preventive boxed lunch rather than buffet. SCHED platform was nice.
- A lot of information packed into a great day. I am thankful that the sessions were recorded as there were sessions I wanted to attend and could not attend due to their being offered at the same time.
- A variety of topics. Consider having a 1/2-day session that delves deeper into a topic. A great learning experience including the virtual expert presentations.
- It was great to be back in-person! Check in was pretty easy. The app was super-efficient/easy to use. Lunch was seamless, quick, easy, and good. It was helpful having the names of the classes on the doors of the classrooms. Networking was great.
- The tech/media team was TOP NOTCH!! They did a great job of helping out for our session (presenter).
- Overall, I wish there were more breakout sessions to go to as opposed to multiple keynotes.
In-person attendees as well as those who registered only for the conference recordings will receive a link to those recordings within the next two weeks. Access to conference recordings, including keynote, featured speakers, and breakout presentations as well as the presentation by Dr. Rice, can still be purchased until November 11 for a fee of $150 at Display event - MDE Fall 2022 Continuous Improvement Conference (gomasa.org)
The planning committee is already soliciting ideas for a theme and for keynote speakers for next year’s conference on October 17, 2023. Ideas can be shared with Diane Joslin-Gould at Joslin-GouldD@michigan.gov.
November and December MICIP User Groups
The November MCIP User Group will meet next Monday, November 7 from 1:00 – 2:00 pm to discuss the monitoring and adjust processes.
The December meeting will take place on Monday, December 5 from 1:00 – 2:00 pm to continue the November 7 discussion.

You will find the resources and recordings for the entire year at the User Group Dashboard. If you are new to the group for this year, please complete the following survey. You only need to do this once, not for each meeting.
User Group dates for the first part of 2023 will be as follows: January 9, February 6, March 6, April 10 and May 1.
MICIP Process Guide Update
The new MICIP Process Guide will be on the MICIP web site soon.
After a six-month revision process, you will find the following:
- New look and format using a portrait rather than a landscape orientation.
- Integration of Monitor/Adjust/Evaluate. The previous guide focusing on just these topics will cease to exist.
- Updated language, including revised and additional vocabulary.
- More detail around implementation science.
- New and updated resources. In a number of instances, the resource link will take you to the host page rather than to the resource itself. This will allow us to update resources without the need to update the link in the Guide. This may also mean that the updates are in progress (e.g., Readiness Checklist) and may not be totally complete when the Guide is released.
- Explicit integration of the equity lens through a series of reflective considerations. Additional equity resources are also being identified and updated and will be hosted on a separate but linked web page.
- Additional and updated graphics.
- Removal of sample plans from the Process Guide to a resource on the MICIP website. This will allow us to add sample plans without needing to revise the Process Guide. Consequently, while the link is in the Guide, it is not yet live while we update the samples.
R2.4 MiMTSS Integration
We are pleased to announce that the MICIP platform has a new data integration – MiMTSS. To access this data, a district’s MICIP administrator would need to enable access in administrator setting under third party integration (see page 23 of the Platform Guide).
The following reports are available:
- MTSS District Capacity: District Capacity Assessment, District Installation Checklist Data
- MTSS Reading: Reading Tiered Fidelity Inventory, aggregated Acadience Reading scores, aggregated attendance, behavior, and course performance data, Reading Installation Checklist Data
- MTSS Behavior: Schoolwide PBIS Tiered Fidelity Inventory, aggregated discipline referral data, PBIS Installation Checklist data
Comprehensive School-Based Mental Health Funding: New Student Mental Health Funding
Review the new student mental health funding options available in your district to strengthen your whole child goal around social emotional learning (SEL) and school-based mental health. The new funding can boost your Tier 1, 2 and 3 initiatives to not only address critical interventions, including assessment screening, referral and treatment, but also build a strong foundation of Tier 1 SEL supports.
The unprecedented funding available this year is the first step toward meeting the social, behavioral and mental health needs of Michigan’s students. To maintain funding, it will be imperative to show how student mental health in Michigan has improved.
These funding opportunities allow districts to be strategic in their planning around the Core Features of a Comprehensive School Based Mental Health System:
- Needs assessment and resource mapping
- Selecting and integrating programs that support Multi-Tiered Systems of Support (MTSS) implementation
- Collecting data
- Strengthening school-parent-community partnerships
- Mental health screening
As you begin to plan your student supports, consider the following funding opportunities to support your work in implementing Social and Emotional Learning and Children’s Mental Health:
- 31o: Increases the number of school social workers, psychologists, counselors, and nurses in a district or ISD. Date of hire determines how much funding the ISD or LEA will receive. This funding can support programming at Tiers 1, 2 and 3.
- 31p: TRAILS funding supports ISDs who apply on behalf of their local districts. TRAILS trains school professionals in evidence-based mental health practices of cognitive behavioral therapy (CBT) and mindfulness and offers coaching supports for school staff who are trained. TRAILS offers supports in Tiers 1, 2 and 3.

31q: This funding is a reimbursement grant for districts and LEAs that implement a program designed to provide school staff with a tool for ensuring students grades 6-12 and early postsecondary students have access to social emotional learning and positive psychology skills. Qualifying programs must include the following:
- Opportunity to build the skills of social emotional learning and positive psychology
- Opportunity to increase academic performance and outcomes
- Opportunity to navigate unique and personal journeys with simple frameworks that help create internal and external assets to make positive life choices
- Provision of support for mental well-being and tools for suicide prevention
- Tools to measure longitudinal impact of efforts with actionable data on relationships, social and emotional learning, and internal assets

31aa: This funding is the most flexible and allows for districts to build a strong Tier 1 SEL and student mental health foundation. Allowable expenditures include, but are not limited to:
- Hiring or contracting for support staff for student mental health needs
- Purchasing and implementing mental health screening tools
- Providing school-based mental health personnel access to consultation with behavioral health clinicians to respond to complex student mental health needs
- Any other mental health service or product necessary to improve or maintain the mental health of students and staff
Questions and Answers
I am receiving email notifications that there are due dates approaching in my MICIP plan. How do I extend my goal deadlines?
Many districts found that when they started creating plans in MICIP they put an approximate yearly due date for goal completion, interim or end target measures, strategies, and/or activities. Now after a year, these dates are coming due. The MICIP team is receiving many questions on how to extend due dates. Below are steps on how to change them.
General Information About Extending Any Kind of Due Dates
- The starting point for changing due dates is in the portfolio.
- Click the monitoring button associated with the goal you want to change, and it will take you to the Monitor Goal page.
- At the bottom of this page, click on the adjust goal button for any dates you want to change.
- All Due Dates have calendars. Click on the calendar and select the new month, day, and year.
- Due dates for all purposes other than the goal must be on or before the goal due date. If a due date for those purposes is changed to be after the goal due date, the user will receive either a server error or a warning.
Specific Considerations
Goal
Due dates can be changed by clicking on the calendar located next to the goal statement.
Consideration regarding the stage of implementation should be given prior to simply extending a goal due date. For example, if a plan is in the exploration stage, time will be needed to prepare the district before strategies can be fully applied. See the MICIP Progress Guide for guidance about stages.
Interim and end target measures
Due dates can be changed by clicking on the pencil icon revealing a pop-up window. Click on the due date calendar to change date or simply type in a new date. All interim and end target measure due dates must be on or before the goal due date.
Strategy
Due dates can be changed by clicking on the calendar located below the When will it be completed question. All strategy due dates must be on or before the goal due date.
Activity
Due dates can be changed by clicking on the pencil icon revealing a pop-up window. Click on the due date calendar to change date or simply type in a new date. All activity due dates must be on or before the strategy due date.
