The Enterprise Information Management (EIM) team has a busy fall ahead as we continue to work with Monster Government Solutions (MGS) and the Department of Technology, Management and Budget (DTMB) to implement the IMPACT system. I am excited to share this month’s communication geared toward future IMPACT users. Over the next year, LEO-E&T is committed to sharing the latest updates on the IMPACT project as we move toward its launch in October 2025.
Through these monthly communications, we intend to provide timely information about the progress of the project, features to look forward to, and other information of value to staff and our partners who will be utilizing the IMPACT system.
Last month, many of you had the opportunity to see some of the new features of the IMPACT system at the Michigan Works! Annual Conference. We highlighted some of those features and the project timeline in the post-conference message we sent out on September 12, 2024. My team received a lot of great feedback from the conference, along with lots of questions. In this issue, we’ve done our best to answer those questions and encourage you to keep them coming. These questions will help us determine areas to focus training materials around as we get closer to the system going live.
This month, we’d like to provide a bit of insight into what an IT Project looks at the state level and what type of product is being implemented. There is a lot of “behind the scenes” detail work that goes into developing or configuring a new IT system. We follow industry best practices for the system development life cycle to ensure the final product meets all of our business requirements. As users of the future IMPACT system, each of you are a part of that life cycle as we move through User Acceptance Testing (UAT) and Training.
Replacing a 20+ year-old case management system inherently comes with establishing new ways of doing things. Our goal is to make the transition as smooth as possible for the future users of the IMPACT system. We appreciate your support and engagement as we move forward to achieve that goal.

Project Life Cycle
The IMPACT project follows a system development life cycle (see this link for a graphic that provides a visual – as well as notates what phases this project is at in the cycle). The life cycle includes seven phases that support all business and technical requirements. The Michigan Department of Labor and Economic Opportunity's Office of Employment and Training (LEO-E&T) and MGS will work collaboratively throughout the life cycle.
A project can be in multiple phases at the same time. The IMPACT project is currently in the System Configuration / Development and QAT Testing phases of the life cycle.
The System Configuration / Development phase in the IMPACT project includes extensive data mapping from OSMIS to IMPACT. This ensures data from OSMIS is moved to IMPACT completely and accurately. Data is migrated in stages multiple times, then validated by LEO-E&T and DTMB.
Quality Assurance Testing (QAT) consists of LEO-E&T and DTMB conducting thousands of test scenarios to confirm that system functionality and interfaces with other data systems meet all business requirements. As part of QAT, bugs are reported, remediated and retested to confirm the issues have been resolved and the system is ready for UAT.
As components of the IMPACT system pass QAT, the project will move into future phases of UAT, Training and finally Implementation.
About the new system: IMPACT is a COTS Product
The IMPACT System is a Commercial Off the Shelf (COTS) product.
What is a COTS product? It describes a system that is ready-made or prebuilt that requires modifications for the specific needs of the client/customer. In the case of the IMPACT System, those modifications are related to policy and interfaces.
LEO-E&T selected a COTS product to acquire improved software quality and ensure the system is scalable. The IMPACT System is specifically designed to industry standards for workforce development case management.
Long-term, using a COTS product for the IMPACT system will allow for an adaptive, modernized system that benefits the end user.
