MiLEAP's (Michigan Lifelong Education, Advancement, and Potential) Office of Higher Education will now serve as your primary point of contact for all Nonpublic Dual Enrollment billing processes. Previously, this was led by the Michigan Department of Education (MDE) in partnership with MiLEAP.
Nonpublic Dual Enrollment Process Updates
In the coming months, MiLEAP's Office of Higher Education will begin using an online payment portal – the Michigan Student Scholarships and Grants (MiSSG) portal – to process all Nonpublic Dual Enrollment payments. This portal is also used by most other State of Michigan financial aid programs to make payments.
We are actively working with our vendor to update the MiSSG system functionality so institutions can request Nonpublic Dual Enrollment reimbursements electronically. We believe these changes will streamline processes and improve overall efficiency of how we process Nonpublic Dual Enrollment payments. These updates will strengthen privacy and security of personally identifiable information (PII), improve reconciliation, and enhance reporting capabilities.
Updated Payment Schedule
In addition, payments will transition to a quarterly schedule for Academic Year 2026-27, to align with the majority of the MI Student Aid programs:
- Quarter 1: Wednesday, November 18, 2026 (Date may be adjusted due to required system modifications.)
- Quarter 2: Wednesday, February 17, 2027
- Quarter 3: Wednesday, April 28, 2027
- Quarter 4: Wednesday, June 30, 2027

What’s Next: Action Item for Institutions
In preparation for the new system features, institutions must complete a Nonpublic Dual Enrollment MiSSG Security Access Form. This form ensures proper alignment between the Financial Aid Office and Business/Finance Office and allows designated staff access to MiSSG.
Each security access form must be:
- Completed electronically by the institution’s financial aid director.
- Please do not send a handwritten form.
- Emailed to MiLEAP-MiSSGAccess@Michigan.gov from the financial aid director’s email address.
- Add "Nonpublic Dual Enrollment 2026-27 Security Form" to the subject line.
- Forms sent to or from different addresses will not be accepted.
The Nonpublic Dual Enrollment MiSSG Security Access Form will be processed in the order they are received. New users will receive a “Welcome to MiSSG” email with login instructions once the new features are available in MiSSG.

Question: When will the 2026-27 Nonpublic Dual Enrollment Billing Form be available?
Answer: The 2026-27 Nonpublic Dual Enrollment Billing Form will be available in MiSSG once the necessary system modifications are complete. Our goal is to process the first-quarter payment in November, which means the billing form will be available prior to the payment date. There may be a brief delay to the first-quarter payment date; additional information will be communicated as it becomes available.
Note: Beginning with Academic Year 2026-27, Nonpublic Dual Enrollment Billing Forms will no longer be accessed through the MDE webpage or emailed to the MDE email.
