The Public Act 25 of 2026, section 248 (9)(b) has introduced language requiring the reporting of success metrics for students receiving the Michigan Achievement Scholarship using a publicly posted data dashboard. In order to comply with this reporting requirement, the MiLEAP Office of Higher Education (OHE) and the Center for Educational Performance and Information (CEPI) will release the dashboard by September 30, 2027, which will be updated annually with new academic year data. The first release of this dashboard in 2027 will include data from Academic Year 2025-26.
The State intends to collect all the necessary data beginning with Academic Year 2025–26 reporting cycle, which is currently underway in STARR. By October 15, 2026 all independent institutions are strongly encouraged to report student-level data for at least their students receiving the Michigan Achievement Scholarship to meet the reporting requirements outlined in PA 25 of 2026. Doing so will strengthen the State’s ability to present a more complete and accurate report on success metrics for Michigan Achievement Scholarship recipients at independent institutions.
We recognize that this change in reporting requirements provides only a short turnaround for implementation. Therefore, for the Academic Year 2025-26 reporting cycle only, the State will provide additional information on the public dashboard explaining that some data may be incomplete for independent institutions.
The State is also offering additional resources, such as office hours, to support institutions in meeting their reporting requirements. The 2026 STARR schema, manual, and other user materials have also been published on the STARR web page.
