The Fiscal Year 2027 (FY27) State budget is official. For Michigan Achievement Scholarship this includes the removal of the requirement that a student graduate from a Michigan high school. Here are some important facts about this change:
- Students still must meet high school completion requirements; non-Michigan schools now can be used.
- Students must meet residency requirements.
- Students who graduated from an out-of-state school 2023 or later are eligible to be awarded starting with Academic Year 2026-27 if they meet all other eligibility requirements. No retroactive awarding is allowed.
- All students who were marked ineligible due to out-of-state graduation will have this ineligibility reason removed in MiSSG. If eligibility conditions are met in 2026-27, these students will appear on your eligible students and information rosters to evaluate.
Changes in MiSSG have been communicated with our vendor and should be applied in mid-August. An additional GovDelivery will be sent once it is complete. A communication will also be sent to eligible training providers regarding the change to the Michigan Achievement Skills Scholarship.
If you would like a list of students who have been marked as out-of-state at your institution with a 2026-27 FAFSA on file please email Sarah Laycock at LaycockS@Michigan.gov.
