To support accurate program administration and ensure compliance with State financial aid requirements, the MiLEAP Office of Higher Education is providing the following reminders regarding institutional responsibilities for monitoring and reporting Satisfactory Academic Progress (SAP) and Grade Point Average (GPA) eligibility requirements in MiSSG. Please review these requirements carefully and ensure appropriate updates are made for students who do not meet eligibility standards. Full program details and requirements are available in the State Programs and Procedures Manual.
Satisfactory Academic Progress (SAP)
Students must meet and maintain Satisfactory Academic Progress (SAP), as defined and monitored by your institution, generally each semester/term. Institutions may not submit reimbursement requests or certify awards for semesters/terms where students are not meeting the institution’s SAP policy.
If a student does not meet SAP requirements, the student’s MiSSG record should be updated:
- For certification programs: update through the certification process.
- For reimbursement programs: update the student application record to ‘SAP Met – No.’
Additional SAP Notes
- MI Future Educator Stipend and MITW do not require students to meet SAP.
- Students on academic probation may continue receiving State financial aid.
- If a student’s SAP eligibility is reinstated after a denial, the student may receive State financial aid for approved semesters/terms within the same academic year.
Grade Point Average (GPA) Requirements
Michigan Competitive Scholarship
Students must have a cumulative GPA of at least 2.0 at the beginning of an academic year to receive MCS awards during that academic year.
If the student does not meet this requirement, the School User must update the student’s MCS application record to ‘MCA GPA Met – No.’
Children of Veterans Tuition Grant
Students must have a cumulative GPA of at least 2.25 at the beginning of the academic year to receive CVTG awards during that academic year. GPA eligibility is monitored annually.
If the student does not meet this requirement, the School User must update the student’s CVTG application record to ‘GPA Met – No.’
MI Future Educator Fellowship
Students must have a minimum cumulative GPA of 3.0 prior to the initial award period of the academic year. GPA is monitored once per award year.
For transfer students or students pursuing an advanced degree who do not yet have an institutional GPA, institutions should use the student’s most recent postsecondary GPA, or an average of all previous postsecondary GPAs, whichever is more favorable to the student.
If the student does not meet the GPA requirement at the beginning of the award year, the School User must update the student’s MI Fellowship application record to ‘GPA Met – No.’
GPA and SAP Requirements for Futures for Frontliners/Path 2 and Reconnect/Expansion
Students must maintain Satisfactory Academic Progress (SAP), as defined by the institution, or a cumulative GPA of at least 2.0 at the institution since becoming a F4F or Reconnect participant after the academic year if they earned the minimum 12 credits in an academic year.
Important Notes
- When calculating the cumulative 2.0 GPA requirement, institutions must not include grades earned prior to the student’s participation in Futures for Frontliners or Reconnect.
- At the end of the academic year, if a student does not meet both SAP and the required GPA minimum, the institution must report this in MiSSG as 'SAP and GPA Met – No.'
- Once reported as not meeting SAP and GPA requirements, the student is no longer eligible to continue receiving the scholarship.
- School Users may report this either:
- through a bulk upload in MiSSG, or
- by individually updating the student’s application record.
