Michigan Indian Tuition Waiver – Reporting Deadline December 31, 2024
Pursuant to the Community Colleges and Higher Education budget bill, the Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP) is required to submit an annual report to the legislature regarding the usage and cost of the North American Indian Tuition waiver (also known as the Michigan Indian Tuition Waiver program).
A significant amount of the information required in the report is not accessible to the department without the assistance of your institution. For this reason, the legislature has included supporting language in the legislation which states that an institution receiving tuition waiver funds, including Tribal colleges receiving pass-through funds, provide data to MiLEAP according to the guidelines and procedures developed by our agency. Just for clarification, if you are a 4-year university serving as a pass-through fiduciary for a Tribal college, you will only need to submit your institution’s data. The Tribal college will be responsible for submitting their own data.
MiLEAP is requesting the following information for the previous academic year, 2023-2024 to comply with this legislative obligation:
- The number of graduate and undergraduate North American Indian students enrolled each term, and
- The number of North American Indian tuition waivers granted each term and the total monetary value of the waivers, and
- The number of graduate and undergraduate students attending under a North American Indian tuition waiver who withdrew each term (which is defined as any student who was receiving the waiver but withdrew from the institution, regardless of future enrollment status), and
- The number of graduate and undergraduate students attending under a North American Indian tuition waiver who successfully complete a degree or certificate program, separated by degree or certificate level, and the graduation rate for graduate and undergraduate students attending under the tuition waiver who completed a degree within 150% of the normal time to complete, separated by the level of the degree.
Institutions must complete the MITW Reporting Form no later than December 31, 2024. Please use this definitions document to assist in clarity and consistency when reporting the data. If you are not the individual responsible for MITW reporting, please forward this information to the correct individual at your institution.

Thank you in advance for your assistance.
