Two Grant Programs to Enhance Your Community

About the Capital Improvement Program

The Capital Improvement program is a competitive matching grant program for nonprofit arts and cultural organizations and municipalities. The program provides funding assistance for the expansion, renovation or construction of arts and cultural facilities, or the purchase of equipment. Capital Improvement (CI) funding is for projects that establish, convert, or improve facilities; provide or increase accessibility to persons with disabilities; or integrate energy efficient technologies. MACC recognizes the importance of the state’s cultural assets and their role in enhancing the quality of life for Michigan’s citizens and the state’s economic vitality. CI projects should enhance arts and cultural practices, as well as achieve direct artistic and cultural outcomes.

About the Revitalization & Placemaking Program

The Revitalization and Placemaking (RAP) Program is an incentive program that will deploy $100 million in American Rescue Plan funding to address the COVID-19 impacts in Michigan communities.

This program will provide access to real estate and place-based infrastructure development gap financing through grants of up to $5 million per project for real estate rehabilitation and development, grants of up to $1 million per project for public space improvements and grants of up to $20 million to local or regional partners who develop a coordinated subgrant program. Eligible applicants are individuals or entities working to rehabilitate vacant, underutilized, blighted and historic structures and the development of permanent place-based infrastructure associated with traditional downtowns, social-zones, outdoor dining and placed-based public spaces. The RAP program will award funding to eligible applicants based on one or more competitive application rounds.

Paula Holtz – MEDC Community Assistance Team - Region 9

Paula covers Livingston, Jackson, Washtenaw, Hillsdale, Lenawee and Monroe counties for the MEDC’s Community Assistance Team. She joined the CATeam in 2017 after having spent twenty years working in the economic development field with a special focus on downtown and redevelopment initiatives. Paula holds a Bachelor of Arts degree from Western Michigan University and a Master’s Degree in Urban Planning from Wayne State University.  She lives in Tecumseh, Michigan with her husband, two children and golden retriever. Jeff Garrett – MACC Capital Improvement Program Manager/ADA 504 Coordinator Jeff Garrett is the Capital Improvement Program Manager for the State of Michigan Arts and Culture Council. In addition, he serves as the ADA 504 Coordinator for the Council. Previously, Jeff served as the Director of the Art School at the Flint Institute of Arts. He has teaching experience in Michigan Public Schools, has been adjunct faculty at Vincennes University, Saginaw Valley State University, Mott College, and was Head of the Art & Design Department at Crowder College.
