Progress Schedule Update

Form 1130, Progress Schedule is currently required to be submitted after confirmation of low bid and before project award. Effective with the November 3, 2017 letting, all progress schedule submittals must occur after project award. This change was requested by the Federal Highway Administration to ensure that negotiations do not occur prior to project award. The new submittal requirements are stated in the newly established frequently used Special Provision for Progress Schedule 12SP-101A-01 and will be included in all projects effective with the November letting. The shift in timing will allow enhanced communications and discussion at the preconstruction meeting concerning work tasks, scheduling, conflicts, public engagements, and other project related schedule topics at a time more advantageous to both the engineer and contractor.
All projects in the November 3, 2017 letting and after must note the timing of the Progress Schedule submittal with the boilerplate progress clause. The boilerplate document is available in Division 1 of the Construction Manual in section 102.02, Contents of Proposal, under Draft Boilerplate Progress Clause.
