PHEP Finance Update - 5.17.18

This message is being sent to Local Health Department Emergency Preparedness Coordinators and Finance Officers:

Good Morning – please see below some finance-related notices and follow-ups for the Public Health Emergency Preparedness (PHEP) Program:

  1. BP1S Narrative Budget Spreadsheets (due last Wednesday 5/9/18) – I have received the vast majority of the narrative budget spreadsheets for the BP1 Supplemental Period (7/1/18-6/30/19), but am still waiting on a few submissions. If you have not submitted and/or have questions on this process please contact me as soon as possible (guyskyp1@michigan.gov). If you need another copy of the narrative budget template or the BP1S funding allocation table as it stands now please let me know.
  2. BP1 Financial Status Reports – Quarter ended 3/31/18 (due 4/30/18) – There are a few PHEP financials status reports (FSRs) for the period-ended 3/31/18 that have not yet been submitted in egrams. These are due 30 days after month end (for non-final FSRs), if you know you will have trouble meeting FSR deadlines please contact me in advance.
  3. PHEP Federal Single-funding certifications (due 7/15/18) – Attached is a single-funding certification form used by the PHEP program. This form is to be completed and signed annually for employees paid solely from the Public Health Emergency Preparedness Cooperative Agreement. This includes both full and part-time employees if paid 100% from the PHEP program (please note the % FTE on the form if less than full time). This form is due to the MDHHS-BETP-DEPR-PHEP@michigan.gov  mailbox by July 15, 2018 for the BP1 period of July 1, 2017-June 30, 2018.
  4. PHEP Funding Restrictions PDF – Attached is a document that includes some of the funding restrictions for the PHEP funding, and can be used as an aid when trying to determine the allowability of proposed projects. The list is not all-inclusive, so if you have questions regarding allowability that do not fall anywhere on that list and you are unsure please continue to send those questions to me.

 

For items 1 and 2 I will follow up individually with those health departments next week if your reports are still outstanding, thank you for your time and attention on these items,
