Proposed Concept Plan for the Renaissance Center and East Riverfront
GENERAL INFORMATION FOR PROPOSED TIER 1 CBO DEVELOPMENT:
RENAISSANCE CENTER AND EAST RIVERFRONT PROJECTS
Bedrock Detroit and General Motors propose to redevelop the Renaissance Center, and the surrounding east riverfront, reimagining more than 40 acres of underutilized land into a mixed-use neighborhood that better connects the city to the Detroit River. It combines the adaptive reuse of the Renaissance Center with the new development of over 10 additional parcels to create a district that will include 934 new mixed-income residential units, more than 470,000 square feet of retail, entertainment, dining, and community recreation space, in addition to a renewed 858-room hotel with meeting rooms, event facilities, and an observation deck. Approximately 17 acres of new civic space, including parks, plazas, waterfront greens, and a newly constructed marina, will strengthen public access to the river while creating new destinations for residents and visitors. Other amenities include 675,000 square feet of modernized office space, over 3,700 parking spaces to support future growth, and improved pedestrian connections to the Detroit Riverwalk.
Together, these investments will transform an underutilized Renaissance Center and vacant surface lots into an active year-round waterfront destination that supports new housing, jobs, recreation, tourism, water access, and long-term economic growth.
The Developers seek governmental and requisite board approvals prior to the end of the fourth quarter 2026 with a goal to commence the first phase of the projects in 2027.
IMPACT AREA:The project Impact Area contains all of Census Tracts 5171 and 5172 and parts of 5165. As shown on the map, this area is bounded by E. Jefferson Ave., E. Lafayette St. and the Fisher Fwy (I-75) to the north, the Chrysler Fwy (I-375), Orleans St., McDougall St., and Joseph Campau St. to the east, the Detroit River to the south, and Woodward Ave. to the west. The Impact Area includes parts of the following neighborhoods: Downtown, Greektown, Rivertown and, Lafayette Park

ABOUT DETROIT’S COMMUNITY BENEFITS ORDINANCE
Detroit's Community Benefits Ordinance (ORDINANCE NO. 2021-4) is a law that requires developers to proactively engage with the community to identify community benefits and address potential impacts of certain development projects. The ordinance was approved by Detroit voters and amended by Detroit City Council in 2021.
The project’s Impact Area (see map above) was determined by the Planning & Development Department. As per the Community Benefits Ordinance (CBO), a nine (9) member Neighborhood Advisory Council (NAC) will be established for this community benefits process. Any Detroit resident who lives in the Impact Area and is over the age of 18 is eligible to serve on the Neighborhood Advisory Council. Members of the NAC are expected to attend all scheduled public meetings during the CBO process: consisting of at least 6 meetings over a period of 2 – 3 months.
