Property Tax Appeal Process
Each year, Detroit property owners have the right to appeal their property’s assessed or taxable value. The appeal process has three steps, moving from the local level to the state level. Knowing the deadlines and requirements is critical to preserving your appeal rights.
Step 1: Assessor’s Review
The Assessor’s Review is the first opportunity to challenge your property assessment. Appeals must be received by 4:30 p.m. on February 22, 2026. Faxed appeals are not accepted.
You may submit your appeal in the following ways:
- Online: Submit your appeal at: https://detroitmi.gov/PropertyTaxAppeal
- In Person: Visit the Detroit Taxpayer Service Center, Suite 130, Coleman A. Young Municipal Center, 2 Woodward Avenue, Monday–Friday from 8:00 a.m. to 4:30 p.m. Saturday visits are by appointment only - call (313) 224-3035 to schedule.

Written appeals should include your name, property address and/or parcel number, reason for appeal, supporting documentation, and a phone number or email address. A drop box is also available outside the Woodward public entrance of the Coleman A. Young Municipal Center for submissions without entering the building.
Step 2: March Board of Review
A petition to the Detroit 2026 March Board of Review can be filed via online, email, in person, or mail by March 9th, 2026, by 4:30p.m. Residential property owners must appeal to the March Board of Review before proceeding to the Michigan Tax Tribunal. Commercial, industrial, and personal property owners may skip this step if they choose. You are not required to file for a review with the Board of Assessors to file for an appeal with the March Board of Review.
You may submit your appeal in the following ways:

- Email: March Board of Review petitions may be submitted by email to MBOR@detroitmi.gov

The envelope must be received by March 9th 2026, 4:30p.m. EST. A drop box is also located outside the Woodward entrance of the Coleman A. Young Municipal Center to drop off your appeal without entering the building.
In Person: Visit the Coleman A. Young Municipal Center, Property Assessment Board of Review, Suite 105, Monday-Friday 8:00 a.m.-4:30 p.m.
Step 3: Michigan Tax Tribunal
The Michigan Tax Tribunal is the final level of the property tax appeal process. Appeals must be filed by July 31 for residential properties and May 31 for commercial, industrial, and personal property. Decisions made by the Tribunal are binding.

- Visit the City’s Homeland Security and Emergency Management webpage for information on how to receive alerts.

- Download the CodeRED app and select Detroit as your location.

Stay prepared:

Stay warm:
- Dress in layers and stay inside when you can. Ensure pets are not outside for prolonged periods.
- Do not plug space heaters into an extension cord or surge protector, but into a wall outlet. Always unplug space heaters when you’re not in the room.

Visit a local library, recreation center, or resilience hub to warm up during their regular hours. Here are some options in District 4:

- Report for emergency inspection can be completed by calling the Detroit Housing Resource HelpLine (866-313-2520) and pressing option 2 for tenant services after the language prompt or online at: https://app.smartsheet.com/b/form/efa41296fdc646dcadc3cbca2d6fd6ac
- BSEED will dispatch an inspector to complete an emergency no heat inspection to verify the complaint. Once verified, and if the landlord or owner will not complete the repairs, a series of emergency correction orders and tickets are levied
- BSEED would then issue a Vacate Order that triggers immediate relocation assistance from HRD, Detroit Housing Services Office
