Public hearing requested on air permit for Consumers Energy J. H. Campbell Plant
An informational session and public hearing was requested on a proposed air Permit to Install (PTI) for Consumers Energy J. H. Campbell Plant (J. H. Campbell) in West Olive, Michigan. The Michigan Department of Environment, Great Lakes, and Energy (EGLE), Air Quality Division (AQD) is holding a public hearing on October 27, 2026.
The company is proposing to build a new coal ash processing plant located within the same property lines as the existing coal-fired power plant. Requests like this must have an air permit before construction can begin. A permit limits the release of air pollutants and ensures the request will meet air quality standards, including health-based standards. The conditions in an air permit protect public health and the environment by limiting pollutants and establishing requirements for how a company must operate, monitor its activities, and maintain records. Air permits include testing requirements to ensure all conditions are met.
A proposed air permit is written with these standards in mind; however, there are many instances when input from the public prompts valuable and important changes to a permit, if it is approved.
