Michigan’s EV Momentum Surges in 2025
Michigan's transition to clean transportation accelerated again in 2025 - with record growth in electric vehicles and expansion of public charging infrastructure. Registered electric vehicles (EVs) and plug-in hybrid EVs (PHEVs) more than doubled in just two years, rising from 53,386 in 2023 to 120,917 as of November 2025, which is a 126% increase. More than 41,000 additional EVs and PHEVs were added in 2025 alone; this is the strongest single-year increase on record. Battery EVs led the surge, climbing to over 101,000 vehicles statewide.
At the same time, Michigan's public charging network expanded to support drivers across urban and rural communities. Since 2020, public charging ports have grown by more than 470%, including an 84% increase in Direct Current Fast Chargers in 2025 alone. To learn more about charging infrastructure location, check out the data dashboard at: Southeast Michigan EV Resource Kit & Planning Hub.

Seeking experienced consulting teams to take on two foundational studies at the center of Michigan’s clean energy transition
EGLE’s Office of Climate and Energy has two requests for contractor support:
-
Statewide Study on Greenhouse Gas (GHG) Emissions Evaluation and Clean Energy Tracking:
The consultant will develop a comprehensive study and actionable framework for evaluating, comparing, and tracking GHG emission reductions associated with Michigan’s clean energy policies and resource planning, including renewable energy, demand-side resources, methane mitigation, and proposed carbon capture, utilization, and storage (CCUS) projects. The framework will support transparent, credible, and consistent reporting of GHG reductions across multiple state-use cases. The study will be designed to support the MPSC, EGLE, and other state entities that are responsible for assessing progress toward statutory clean energy and emissions reduction goals.
-
Michigan Energy Affordability and System Transition Pathways Study:
The purpose of this project is to provide Michigan state agencies with an independent, Michigan-specific analysis that supports informed decision-making on energy affordability, system reliability, and strategic planning during the transition outlined in the MI Healthy Climate Plan. The project will integrate building electrification, emerging large electric loads, industrial decarbonization, and the planned long-term decline in natural gas use, into a unified framework that identifies cost-effective, equitable, and practical pathways for the state.
Proposals due by Thursday, March 26, 2026 at 3 p.m. Eastern.

We're hiring a Graduate Student Assistant
The Office of Climate and Energy is seeking a Graduate Student Assistant to support statewide climate initiatives, with a focus on researching and analyzing climate funding and financing strategies. The role will help evaluate state and national funding models, develop tools and recommendations to expand Michigan’s clean energy financing capacity, and collaborate with state agencies, communities, and industry partners. Responsibilities include supporting the MI Healthy Climate Challenge, creating communication and scoring materials, engaging stakeholders, and assisting with the MI Climate Investment Hub.
Apply by the March 10 deadline.
Request For Information (RFI) for Energy Efficiency Revolving Loan Fund Draft Program
EGLE is requesting information on its Energy Efficiency Revolving Loan Fund (EERLF) draft program design. The EERLF program provides funds for energy efficiency upgrades and retrofits, which can also include solar and storage or heat pumps. EGLE is looking to co-lend with lending institutions to provide loans for these projects. Institutions that complete the RFI will allow EGLE to create a program that works as effectively as possible for lenders and borrowers.
To access the RFI, (1) Go to Michigan.gov/sigmavss; (2) Click on the "SIGMA Vendor Self-Service (VSS)" Link; (3) On the blue banner near the top of the page, click once on the right arrow and select "View Published Solicitations"; (4) In the Published Solicitations Search box, type in "Revolving Loan" in the Keyword Search, and click "Search"; (5) The RFI will show up below the search box; click on the "Solicitation Number" (RFI-761-260000000005-2); and (6) Under the attachments tab, one will find the RFI, as well as the term sheet drafts that outline different possibilities for the program.
Deadline to submit response: March 18, 2026, at 3:00 p.m. Eastern.
Updates from the Michigan Public Service Commission (MPSC)
Michigan’s clean energy laws are critical enablers to achieve our MI Healthy Climate Plan goals. The state regulatory authority behind the implementation of our clean energy laws is the Michigan Public Service Commission (MPSC). Every month, EGLE’s Office of Climate and Energy will feature a different aspect of the MPSC’s role to explain how Michigan’s clean energy policy links to its climate targets.
MPSC improves siting process for high-voltage transmission lines
Last month, the MPSC approved new recommended guidelines to help ensure better public engagement in the siting process for new high-voltage electric transmission lines and to encourage more flexibility in routing the lines needed to strengthen Michigan’s power grid. The new guidelines are part of the MPSC’s work to improve the process by which high voltage transmission lines are sited in Michigan following the Commission’s approval last year of the state’s first interstate high-voltage transmission project in more than 50 years. The MI Healthy Climate Plan calls for continued investment in transmission infrastructure because building more transmission lines is key to bringing clean energy from where it’s made—like wind farms and solar fields—to the homes and businesses that need it.
State of the State art contest shows visions of bright future for Michigan
We are inspired to see the winner and runners-up of the State of the State art contest showing their visions for the future of Michigan, including clean energy! Check out their posters below.
“Each year, the State of State is an opportunity to reflect on how far we’ve come and where we’re headed next,” said Governor Whitmer. “This year, I wanted to make sure that young Michiganders were part of that story. Brooke, Amelie, and our talented runners-up reminded us why our future is so bright – because it is powered by creativity, compassion, and pride in our great state. Their work captures the spirit of Michigan and the limitless potential of the next generation.”
Brooke C., a 12th grader at Bay City Western High School in Bay City, is the winner of the 2026 State of the State Art Contest. Brooke’s artwork, centered on the theme “Michigan’s Bright Future,” was featured on the cover of the official program book for the State of the State address.
The three art contest runner ups - 8th Grader Raina P. from Novi, 11th Grader Ella V., from Wales Township, and 12th Grader Chloe L. from Saginaw. Their artwork will be featured on the back cover of the program.
