State Revolving Fund deadlines looming for fiscal year 2025 funds
Applicants that have previously submitted an Intent to Apply to the State Revolving Fund (SRF) programs have important deadlines approaching. Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) planning documents are due to EGLE by May 1, 2024 and June 1, 2024 respectively.
Additionally, applicants seeking a determination of affordability and disadvantaged status, known in Michigan as overburdened or significantly overburdened, must complete and submit their Overburdened Status Community Survey by the May 1 or June 1 applicable program deadline. Additional guidance can be located on the State Revolving Fund: Affordability Criteria webpage. Qualifying for this status may result in reduced interest rates, extended loan terms, or loan principal forgiveness in fiscal year 2025.
All proposed SRF projects are required to be scored, prioritized, and placed on the annual Project Priority Lists. As applicants complete their planning documents, guidance is available related to State Revolving Fund: Scoring Criteria. Applicants should utilize either the CWSRF scoring criteria and Water Quality Severity Points Scoring guide or DWSRF Priority Ranking Worksheet Guidance document when self-determining project scores. Scoring will be finalized by EGLE staff after submittal of all final planning documents. Projects will be scored based only on the work proposed to be financed in their fiscal year 2025 loan.
