2023 SARA Title III - Tier II Annual Reports can now be submitted!

The 2023 Tier II Annual Reports can now be submitted in the Michigan Online Tier II Manager Program™.
Note: An annual Tier II report is required to be submitted by regulated facilities between January 1st and March 1st each year, even if you have recently submitted an updated report.
You are receiving this bulletin because you have submitted a Tier II Report to the Michigan Online Tier II Manager Program™ in the past or have been listed as a Tier II contact for a reporting Michigan facility.
The Michigan Tier II reporting process can be completed in four steps:
- Login to the Michigan Online Tier II Manager Program™.
- Initiate a 2023 Tier II Annual Report.
- Update and submit the report.
- Mail the report to your Local Emergency Planning Committee and local fire jurisdiction if your county has not subscribed to the Online Tier II Manager Program™. (The participating Tier II Manager Program counties are listed on the homepage upon logging-in to the Online Tier II Manager Program™.)

Start Reporting:
Follow the instructions below to start reporting in the Online Tier II Manager Program™.
- Go to Michigan.gov/SARA. Select the “EGLE Click to Access Tier ll Manager” button on the right-hand side of the page (www.egle.state.mi.us/tier2manager/Account/Login.aspx).
- Note the “Tier II Reporting Guidance and Tutorials” heading on the (Michigan.gov/SARA) webpage for Tier II reporting resources. Resources include Tier II reporting tutorials and SARA Title III guidebook information. Also click on the “Tier ll Reporting Contacts” heading for information on EGLE's Local Emergency Planning Committee Contact List. The list includes the email and mailing addresses to send your report. If there is an email address for your LEPC, you may email your report instead of sending a paper copy.
- Click on the “Online Sara Title III Reporting” button to sign into the Online Tier II Manager™.
- To access your list of active facilities, click on the number under Active Facilities or click “Continue” located in the upper right-hand side of the screen.
- A list of your facilities will be displayed. You can access reports for any of these facilities or add a new facility.
- Click on the highlighted name of the facility to bring up a list of submissions for that facility.
- To start a new report, click on “Add a New Annual/Revision/Update Report.”
- Select "2023 Annual Report" and click “Proceed.”
- The program will create a new report in the Edit Report page.
- At the top of the report, the program will place a check mark next to each step that has been completed. Any step that has an exclamation point next to it requires additional information or action.
- A completed step does not mean that the data is correct, just that the required fields have been filled in. Please ensure that the information is current and accurate.
- When the report has been reviewed and completed, go to step 6 and submit the report.

Click on the following link from the Online SARA Title III Guidebook (Chapter: 3 SARA Title III Sections 311 and 312 (michigan.gov)) to receive step-by-step instructions on how to file a Tier II report.
Helpful Hints:
- If you experience lagging or clocking while trying to complete a report, try submitting the report earlier in the morning or later in the afternoon. Remember, the Online Tier II Manager Program™ is available 24 hours a day.
- Forgot your username? Click on “Forgot Username” on the sign-in screen and follow the prompts. PLEASE DO NOT REGISTER AGAIN.
- Forgot your password? Click on “Forgot your Password” on the sign-in screen and follow the prompts to create a new one. The password criteria are 8-12 characters long with a mix of upper-case letters, lower-case letters, and numbers.
- When you are in the program, please select “Update User Profile” under the My Account tab and verify your contact information is correct.
- Remember that the program will time out after 10 minutes of inactivity.
Don’t forget, reporters are required to submit Tier II reports directly to the Local Emergency Planning Committee (LEPC) and fire department. If your facility is no longer required to report under SARA Title III and is below thresholds for hazardous chemical storage, please login to the Online Tier II Manager Program™ and make your facility inactive. If you require assistance making your facility inactive, please send an email to the SARA Title III Administrators at EGLE-SARA@Michigan.gov with the facility name, address, and SARA or Facility ID number.
