EGLE’s AQD provides further guidance on VOC rule updates
Recently the Michigan Department of Environment, Great Lakes, and Energy’s Air Quality Division announced that the Part 6 rule revisions were getting close to finalization and provided some initial guidance for affected sources. The purpose is to regulate emissions of volatile organic compounds or VOCs from existing sources in ozone nonattainment areas. The revisions are designed to reduce emissions of VOCs from existing sources which play a role in ozone formation and align with Michigan’s Clean Air Act requirements regarding nonattainment.
AQD staff continue to work on guidance and outreach, including a recently released Response to Comments (RTC) document. This document details comments and questions from stakeholders, as well as AQD's response and changes that may have been made due to those comments. The RTC, the proposed revisions, timelines, and guidance for affected sources have been posted on AQD’s Laws and Rules webpage. Further guidance and answers to frequently asked questions will be shared as they become available.

"Air Quality Part 6 Rule Revisions: What existing sources of Volatile Organic Compounds (VOCs) need to know"
Who should attend? Any facility that is an existing source of VOC emissions in an ozone nonattainment area. Common sources of VOC emissions include businesses with painting or coating operations, solvent cleaning processes, printing, gasoline loading and storage facilities, and paint manufacturing. Nonattainment areas include the western portions of Allegan and Muskegon Counties, Berrien County, and Southeast Michigan (Livingston, Macomb, Monroe, Oakland, Saint Clair, Washtenaw, and Wayne Counties).
