Statutory language in Part 201 [MCL 34.20120e(1)(a)] specifies that the generic groundwater-surface water interface (GSI) criteria are the water quality standards developed under Part 31, Water Resources, of the Natural Resources and Environmental Protection Act. An update to the Part 31 - Rule 57 values for toxic substances, that are part of the water quality standards, occurred March 15, 2018. The updated Rule 57 values have been reviewed to determine if the corresponding GSI criteria and the associated soils protective of GSI criteria that are included in the Part 201 Generic Cleanup Criteria Tables and the criteria table footnotes that address the GSI criteria require revision based upon the statutory language. The review identified the following changes:
Generic GSI Criteria that represent the most restrictive of the Rule 57 values additions or revisions have been identified for the following hazardous substances:
Soil protective of GSI criteria associated with this group of hazardous substances are also updated:
The updated criteria tables are available on the RRD webpage under Resource Materials for the Part 201 and Part 213 Programs. Cells with revised criteria based on updated water quality standards have been highlighted for easy reference. The criteria tables are also available from the RRD webpage as Excel documents.
The footnotes to the Generic Cleanup Criteria Tables (Rule 49) are also updated:
Footnote (G): The formulas to calculate criteria for beryllium and lead are revised. The associated GSI calculator available on the RRD web page has also been updated.
Footnote (X): The footnote provides additional information for GSI criterion designated in the generic cleanup criteria tables as not protective for surface water that is used as a drinking water source. The table has been updated to revise the surface water human drinking water values, and soils protective of the human drinking water values for carbon tetrachloride and 1,4-Dioxane, and values for acetonitrile, PFOA and PFOS have been added.
The changes in these footnotes have also been highlighted for easy reference.
