UPDATE: DTE Dearborn CEP Permit Issued – With Significant Changes

The Air Quality Division (AQD) has approved DTE’s permit for the installation of a combined heat and power plant (CEP), in Dearborn, Michigan. The approval was for the installation and operation of two natural gas-fired turbines and an emergency generator to be located on property owned by Ford Motor Company, in Dearborn, Michigan. The proposed equipment will supply steam to Ford and electricity to the grid.

AQD made the following changes in response to comments and concerns received during the public hearing:

  • An increase in the stack testing frequency to quarterly for the first 12-month period, and then on a regular basis, as described in the permit conditions.
  • A requirement was added that stipulated that the provisions of a Start-up and Shut-down Plan must be followed.

The “Response to Comments” document includes the response to all comments that were received during the comment period. The Michigan Department of Environmental Quality does not have the ability to make changes to the permit for every comment received. Many times, the rules and regulations that currently exist do not allow for changes that the public may want. In these cases, the laws themselves may need to be changed, which may involve legislative action.
