Part 111 Rule Changes Changes to Michigan’s hazardous waste rules became effective on April 5, 2017. The rule changes were needed to maintain Michigan’s federal authorization to administer the state's Part 111 Hazardous Waste Management Program under the Natural Resources and Environmental Protection Act, 1994 PA 451 as amended. The changes were made to improve the overall quality of the rules by clarifying existing requirements and areas of program coverage; and to reduce the regulatory burdens on the regulated community by providing flexible requirements.
