2023-24 Tuition and Fees Collection Closing Soon

The MPDI: Tuition and Fees Collection opened on July 3 for the collection of 2023-24 community college tuition and fees data.

These data are due to CEPI by Aug. 31.

Support materials can be found on the MPDI web page.

STARR Collection Open

The STARR Collection opened on Tuesday, Aug. 1 and closes Sunday, Oct. 15, 2023.

Please be aware that STARR data submission support from CEPI analysts will not be available after Friday, Oct. 13. Users should try to certify their data far in advance of the collection close date. For more collection information and technical materials, visit the STARR web page.

Assigning UICs Upon Student Enrollment

It is best practice to acquire and assign UICs at student enrollment. This ensures the identifiers are associated with scholarship/grant recipients and enables complete reporting, which can be used to demonstrate program and institutional success through:

  • Cross institutional programs within an academic school year such as Early Middle College, Dual Enrollment, Reconnect and Future for Frontliners
  • Data sharing within institutional offices such as Registrars and Financial Aid
  • Data sharing within state offices such as CEPI, Treasury and LEO
  • Program efficacy

The IHE Request for UIC Collection is open year round.

Obtaining Existing UICs for Students: Last Name Changes

CEPI would like to remind postsecondary institutions of the importance of obtaining existing UICs for students who attended a public school in Michigan. Using the same UICs these students had in their PK-12 educations allows for longitudinal data reporting, which is essential for reporting student outcomes and influencing policy changes. It is also important that the UIC for a student in Treasury’s MISSG system is the same UIC colleges are using to report that student in STARR. Please work with your institution’s financial aid office to resolve UIC mismatches.

The most common reason new UICs are created for students who already have a UIC is because of student name changes. The following tips can help resolve this issue:

  1. When records have a match status of "Requires Resolution," if it is known that the student has a previous last name, perform a student search in MSDS using the student's first name, previous last name, and date of birth to try to find a UIC under the student's previous last name.
  2. Compare UICs in Treasury’s MISSG system and UICs in your student information system. If you find different UICs for the same student due to last name changes, please submit a linking request to link the UICs in MSDS. This will help ensure Treasury has the same UIC that your institution is reporting in STARR. See the IHE Request for UIC Collection User Guide for instructions on submitting a linking request.
