Substitute Teacher Flexibilities Impact on CEPI Collections

Due to the educator shortages for 2022-23, the State Superintendent has waived the 90 day limitation on Daily Substitute permits. Please visit Educator Placement and Flexibilities (michigan.gov) for general placement guidance. While this change impacts how daily substitutes are placed, reporting for REP and TSDL remains the same. For the TSDL Collection, districts should still report the PIC of the Teacher of Record in the TOR PIC field in TSDL along with the aligning School Course for Exchange Data code. For the REP, please be sure to use the appropriate content-specific assignment code.

See the SCED V6 REP Crosswalk for further guidance

Data Matters: Developmental Kindergarten

Developmental Kindergarten is a defined two-year kindergarten program. Districts are required to report participation in specialized programs, including DevK.

Where do Districts Report the Information?

Report DevK participation in the General and/or SRM collections in MSDS. Pay particular attention to which year of participation the student is in.

  • Year One: Report the student in Kindergarten (Grade or Setting 00) and report program code 9230 (Developmental Kindergarten) in the Program Participation Component.
  • Year Two: Report the student in Kindergarten (Grade or Setting 00). Do not report program code 9230 in the Program Participation Component for second-year DevK students.

Please also make sure the entity is identified in EEM as providing DevK or DevK-Part in Grades (Actual). Otherwise, an error will prevent certification. If your district no longer provides Developmental Kindergarten, remove DevK and DevK-Part from Grades (Actual).

For questions about the Program Participation Component, see the MSDS Collections Details Manual. Information on EEM grade settings can be found in the EEM User Guide.

Why Does it Matter?

In addition to being required by law for state and federal reporting, researchers use the data to study the effectiveness of DevK programs. That research can influence policy and funding decisions.

For questions concerning Developmental Kindergarten, contact the MDE Office of Great Start at ECE-MSDS-Collections@michigan.gov.
