Spring General Collection opens Feb. 1
The Spring 2023 MSDS General Collection will open Feb. 1. Important dates:
- Feb. 8: Spring supplemental count date
- March 2: Data quality checks performed on data submitted before this date
- March 15: Certification deadline. All districts must be in certified status by 11:59 p.m.
- March 22: Re-certification deadline. Corrections must be complete and data recertified by 11:59 p.m.
2022-23 EMC Student Reporting Information Sessions
MDE's Office of Career and Technical Education invites secondary and postsecondary staff to participate in Early Middle College information sessions three times throughout the school year.
EMC secondary and postsecondary coordinators, administrators, pupil accountants, and student data entry personnel are encouraged to participate in the group technical assistance sessions for information and updates on reporting EMC students in the MSDS, the Teacher Student Data Link, and the Student Transcript and Academic Record Repository.
The next session will be from 10:30 to 11:30 a.m. on Thursday, Feb. 2. Staff from MDE and CEPI will be available.
Calls will be focused on specific technical assistance for those who do the student data entry functions.

The EOY 2023 REP Collection is open. Submissions may be certified beginning April 30 and are due at 11:59 p.m. on June 30. The collection includes the following changes
- “Other” category for professional development – MCL 380.1526 establishes that during the initial 3-year period, teachers receive 15 days of intensive professional development including Classroom Management and Instructional Delivery. The new “Other” category is used to capture days of professional development that are not classroom management or instructional delivery related.

New Educator Effectiveness Requirement – Due to 00280 Homebound/Hospitalized being an instructional assignment code, the EOY 2023 REP Collection requires an educator effectiveness rating for that code.
Per Section 25e of the State School Aid Act, districts wishing to submit Section 25e pupil transfer requests must do so before the Spring Supplemental Count Day. Except as noted below, records containing the Section 25e Component must be certified in the MSDS Student Record Maintenance Collection by 11:59 pm EST on Feb. 7, 2023.
Through Thursday, March 9, districts may resubmit Section 25e requests that meet all of the following criteria:
- The request was previously denied by the ISD auditor.
- The ISD auditor requested that the district resubmit the request with corrected information.
- The initial request was submitted prior to Feb. 8.
- The As Of Date, Enrollment Date and First Day in Attendance are prior to Feb. 8.
Have you had any changes in your district or school entities since the beginning of the school year? If so, it is important that the Educational Entity Master be updated to reflect these changes. Please make any appropriate updates in the EEM.

Both K-12 districts and postsecondary institutions report the number of college credits students earn in dual enrollment courses. CEPI has found that the college credits reported by districts for students in Early Middle College programs often don’t match what is reported by the postsecondary institutions for those same students.
Where does college credit information for EMC students get reported?

K-12 districts report these data in the Michigan Student Data System TSDL Collection in the Student Course Component.

Postsecondary institutions report these data in the MSDS Student Transcript and Academic Record Repository Collection.
Why does it matter?
By law, school districts and postsecondary institutions are required to report the total number of college credits for Early Middle College graduates.
In addition to being reported on the College Opportunities for High School Students page on MI School Data, these data are used by policy analysts and researchers to inform state policy and to show the outcomes for students who participated in EMC programs.
Please work with your IHE/LEA partners to make sure your data are accurate and in alignment.

Visit MI School Data to view updates to the Annual Education Report, English Learner Dashboard, Parent Dashboard, District Financial Transparency Dashboard, Early Childhood Program Participation, and Financial expenditure, revenue, fund balance and balance sheet reports.
The At Risk Student and Top 30/Bottom 30 Analysis reports have been updated in preview and will be publicly available within a week.
