Except as noted below, records containing the Section 25e Component must be certified in the Student Record Maintenance Collection by 11:59 p.m. EST on Feb. 9.

Through Thursday, March 11, districts may resubmit Section 25e requests that meet all of the following criteria:

  1. The request was previously denied by the ISD auditor.
  2. The ISD auditor requested that the district resubmit the request with corrected information.
  3. The initial request was submitted prior to Feb. 10.
  4. The As Of Date, Enrollment Date, and First Day in Attendance are prior to Feb. 10.

Spring Early Childhood Collection Reminders

  • Jan. 27 – Early Childhood Mid-Collection Data Quality Analysis. Records must certified or error-free by 11:59 p.m.
  • Feb. 10 – Spring 2021 MSDS Early Childhood Collection closes. Records must be certified by 11:59 p.m.

GSRP Wait List Reporting: Report children eligible for GSRP but on a wait list as of the Spring 2021 EC reporting period end date (Feb. 3) in the Spring EC Collection. Children who were on the waitlist but removed prior to Feb. 3 or added after that date should not be reported.

Recording Federal Poverty Level in the EC Collection

Public Act 165 of 2020 removed the income cap for GSRP eligibility for fiscal year 2021. MDE and CEPI have worked together to incorporate the changes into the data collection process. Starting with the Spring 2021 Early Childhood collection, MSDS has been updated to accommodate additional Federal Poverty Level codes 08-11. The updated Early Childhood Federal Poverty Level ranges can be found in the 2020-21 MSDS Collections Details Manual, starting on page 73.

February Extended COVID-19 Learning Plans Available Now

Re-confirmed extended COVID-19 learning plans, as required by Public Act 165 of 2020, can now be submitted for the month of February through the Learning Plan Monthly Questionnaire available in MDE’s GEMS-MARS. In this submission, districts must report what type of instruction they plan to provide to students for the month of February. If there were no changes, districts must confirm that no changes were made to their plan. All plans are due by Friday, Feb. 5.

Note, starting this month, the Guest login option has been removed. All users must sign-in with a MEIS account to submit their response. If you do not have an account, you may request one through the Create a New MEIS Account page.

If you have any questions on reporting plan information, contact cepi@michigan.gov. For questions regarding the GEMS-MARS application, call 517-241-6270 or email mde-gems@michigan.gov.

Are Your EEM Records Up to Date?

Have you had any changes in your district or school entities since the beginning of the school year? If so, it is important that the Educational Entity Master be updated to reflect these changes. Please make any appropriate updates in the EEM by Wednesday, Feb. 3rd.

Please refer to the Are Your EEM Records Up to Date memo for further information.
