Extended COVID-19 Learning Plans Due Nov. 6

Re-confirmed Extended COVID-19 Learning Plans, as required by Public Act 165 of 2020, are due Friday, Nov. 6. These plans must be submitted by the first week of the month in which the plan is enacted. Submissions must be completed in MDE’s GEMS-MARS, which can be reached through the Learning Plan Monthly Questionnaire link. This will allow districts to submit a baseline plan for September and updates, if applicable, for October and November. If there were no changes, districts must confirm their plan through the October and November submissions.

Note, districts providing hybrid instruction must report the minimum and maximum number of days of in-person instruction per week. For reporting purposes, days of in-person instruction should reflect the cumulative days’ worth of instructional hours, not the number of calendar days students were in the building.

While a MEIS login is not required to submit data, users with a GEMS/MARS account are encouraged to sign-in using their existing account as it provides additional features such as saving incomplete submissions. Graduation Rate Audit Window Reminder

The audit of active cohorts (2018 through 2023) in the Graduation and Dropout application will close Dec. 7, 2020 at 11:59 p.m. EST. If you have not gone into the GAD to perform your audits, please do so before the window closes.

2020 Fall General Collection Deadlines

  • Nov. 11 – Submission and Certification deadline. Records must be certified by 11:59 p.m. EST. Limited CEPI staff will be available, as Nov. 11 (Veterans Day) is a State holiday; please plan accordingly.
  • Nov. 18 – Recertification deadline. Records must be certified by 11:59 p.m. EST

MSDS Spring 2021 Resources Available

Updated schemas, sample files and schema summaries have been posted for the Spring 2021 Early Childhood Collection. The resources for the Spring 2021 General Collection will be posted next week.

Pupil Transfer Request Window – Sec. 25e

The window to submit pupil transfer requests under Section 25e of the State School Aid Act will occur in the MSDS from Thursday, Nov. 19, 2020 through Tuesday, Feb. 9, 2021. ISD auditors may begin processing requests after Fall General Collection closeout is complete.

The Section 25e User Guide and financial calendar have been updated on the MSDS SRM web page. For questions regarding Section 25e legislation, contact Brian Ciloski, ciloskib@michigan.gov. For questions regarding the MSDS, contact CEPI customer support.

MSDS Early Childhood Fall 2020 Reminders

Nov. 4 – Fall 2020 Early Childhood Mid-Collection Data Quality Analysis. If you wish to have your data reviewed, please submit your data by 11:59 p.m. EST.

Nov. 18 – Fall 2020 Early Childhood Collection closes. Records must be certified by 11:59 p.m. EST.

2019-20 FID Collection Closes Dec. 1

For the 2019-20 FID collection, Michigan law requires all districts’ audited and certified financial data be submitted in Financial Information Database application by the end of the day Dec 1.

REP News

New Teacher Incentive Pay – Sec. 99z

The FY 2020-21 school aid budget includes a new Section 99z, which provides $5 million in payments to new teachers completing the school year in Michigan. This new teacher incentive pay relies on REP data submissions for identifying eligible teachers in Michigan school districts. It is imperative that both the December 2020 and June 2021 REP data submissions reflect accurate data, especially for new teachers in your district. Eligibility requires individuals be reported as:

  • A new teacher within the Employment Status field
  • An assignment code that reflects direct instruction of students
  • A date of hire prior to 11/1/2020
  • Full-time employment throughout the 2020-21 school year

These payments will be processed subsequent to the June 30, 2021 REP collection. The first FY21 REP collection is due Dec. 1.

Teacher and School Support Staff COVID-19 Grant Programs

Recently, Public Act 166 of 2020 was passed and appropriated funding for the Teacher COVID-19 Grant and School Support COVID-19 Grant Programs, eligible for public school, and non-profit nonpublic schools. CEPI has assisted the Department of Treasury in creating the TSSC19 District Template Excel file, populated with applicable data from the EOY 2020 REP collection (LEA, PSA and ISD districts) and Fall 2019 NPSPR collection (nonpublic schools). The template is available in the REP in Submission Reports, and on the main page of the NPSPR under TSSC19 District Template. If your nonpublic school did not submit data in the Fall 2019 NPSPR collection, there will not be any pre-populated data. Fall 2020 REP Reporting Updates

The Fall 2020 REP data submission and certification deadline is Dec. 1. All records must be updated and error-free, and the collection certified, prior to the deadline.

  • The REP Data Quality Mid-Collection snapshot will be taken on Nov. 16. For inclusion in the snapshot, ensure that records are updated and error-free by the end of the day Nov. 15. Emails to districts will be sent by COB Nov. 20.
  • Per CEPI guidance and MDE memo:
    • Contracted Staff who are regularly and continuously employed within the school district should be reported with accurate Assignment Code data for the position they are filling.
    • Ensure all Vacant/Funded positions have been reported with a Funded Position Status of 1.

Portal Redesign

CEPI is proud to announce that the redesigned MI School Data website is now publicly available. The new website is designed to connect users to relevant education data quickly and easily, including all the reports you are used to seeing as well as some exciting new features.

Specialized landing pages provide educators, parents, policymakers and members of the media with data of interest to them in one page. Education Focus Areas delve deeper into specific topics, displaying multiple metrics relevant to the topic and narrative to help viewers draw connections between the data, provide context and highlight important information. The Education Map shows information about Michigan educational entities and regions on a map, including fast facts, related locations and peer comparisons. The Compare tool allows users to compare up to 20 schools and districts on a variety of topics.

Users are still be able to access the previous MI School Data website at legacy.mischooldata.org. The previous site will be available for two months after the redesign release.
