Feb.
14, 2018 is the State-legislated Spring 2018 pupil membership count date. After
count date, districts can no longer submit a student record with an "As Of
Date" on or prior to 2/14/2018 in the SRM Collection. Any updates to
student records that were effective on or prior to count date should be
included in the Spring 2018 General Collection.
The Spring 2018
General Collection is now available in the Michigan Student Data System (MSDS).

MSDS Spring 2018 EC
Collection will close at 11:59 p.m. EST on Feb. 14.
Your certification status must be "Written
to Queue – Available for Certification," "Processing
Certification," or "Certified" by this deadline. Your files must
be error-free, and you must successfully complete Quality Review to certify. Great Start Readiness Program (GSRP) funding is based on the counts you
submit in this collection.

The
school aid supplemental (Public Act 143 of 2017 [Senate Bill 133]) was signed into law
by the governor last November. One immediate impact was the change in
eligible birthdates for GSRP to include children who turn age four on or after
Sep. 2 through Dec. 1. Children who became
eligible and were served in the fall should be reported in the Spring Early
Childhood Collection with the appropriate service information. For policy

This note
is in follow up to a recent MDE communication sent to GSRP Early Childhood
contacts. This communication affirmed that previously announced funding model
changes for counting children will not be implemented. MDE will continue to use
the same method as in Spring 2017, in which children reported as both part-day
and school-day will be included in the school-day count.
Due to a
tightened schedule, CEPI will be unable to send out communications comparing
your submitted counts to your allocations during the Early Childhood mid-spring
data quality cycle. We anticipate having this available after the collection
closes. For more information, please

consultant.
The
Data Systems team hosted a training on Jan. 19, at Wayne County
Community College District's downtown campus.
- Attendees
came from more than 45 districts.

Presenters gave advice on how to use MSDS,
Educational Entity Master (EEM) and Registry of Educaitonal Personnel (REP). Presentations are now posted to the CEPI Applications web page under "Help and
Training."
- This was the first of a quarterly series that will be hosted throughout
the state. Content will vary depending on which
collections are upcoming.

The
Data Systems team will partner with Wayland Union Schools to host its second
quarter training event on Wed. May 16 from 1-4 p.m. at Wayland Union
Middle School, located at 701 Wildcat Drive, Wayland. The March 21 CEPI Announcements will provide more information including a form to reserve your spot.
New Report:
Continuity of Service
in Special Education: Data on early intervention and special education services
delivered to Michigan children between birth and third grade. These reports
have been released into preview with 2015-16 school year data. The preview period
will last for two weeks.
- Service Pathways: Explores the
service pathways children participate in from birth to age three, age
three to kindergarten entry, and between kindergarten entry and third
grade.
- Service Comparisons: Provides
aggregations of continuous services across all three age spans, with
statewide data for quick comparison.
Released into Preview*
Child Count: Shows the
count of children enrolled in Early On®, Early Childhood Special
Education, GSRP and GSRP/Head Start Blend. The
data show how many children have had these formal learning opportunities prior
to entering kindergarten. This report has been updated with 2016-17 school
year data, and will remain in preview for one week.
Graduation and Dropout Rates: Shows the percent of
public high school students who graduated or dropped out of school. Users can
view four-, five- and six-year rates.
Other cohort statuses, such as Off-Track Continuing and Other Completers are
also included. Four-year “on-time” graduation rates are a school accountability
measure adopted by the state, and the methodology for calculating the rates aligns with the National Governors Association Graduation Counts Compact. This
report has been updated with 2016-17 school year data and released in
preview. The report will be released to the public within two weeks.

24 College Credits: Shows
how long Michigan public high school graduates are taking to accumulate 24
college credits. The data can give insights on whether high school graduates
are on track to earn a timely college degree. The report will be updated with “Time to Complete
24 Credits” data for graduation years 2015-16 and prior.
College Enrollment by High School: Shows the number of
Michigan public high school graduates who enrolled in a college or university.
This report will be updated with “Time to Enrollment” data for graduation years
2016-17 and prior.
College Progression by Graduating Class: Shows how Michigan
students are progressing in postsecondary education after high school
graduation. This report will be updated with postsecondary school year data for
graduation years 2015-16 and prior.
College Remedial Coursework: Shows the number of
Michigan public high school graduates who took at least one remedial course
after enrolling in a Michigan college or university the year after high school
graduation. This report will be updated in preview with high school graduation
year 2015-16 data within one week.
College Transfers: Provides transfer
patterns, demographics, and performance data for students who transferred into
or out of a Michigan college or university. Colleges can see where
students are transferring to and from, along with demographics and aggregate
grade point averages earned after transferring. This report will be updated
with 2016-17 school year data.
College
Undergraduate Enrollment: Provides a summary of undergraduate students enrolled at Michigan colleges and
universities, searchable by college. The report provides details regarding the
proportion of students attending with the intent of earning a college degree,
student age, and whether the student graduated from a Michigan public high
school the prior year. This report will be updated with 2016-17 school year
data.
Student Pathways Aggregate: A summary of data, graphs
and tables showing enrollment, credit accumulation, remedial coursework, and
degree attainment along with demographic breakdowns for each high school
graduating class. Users with access to the secure Student Pathways data file
can drill down to individual student information. This report will be
updated with data for high school graduation years 2016-17 and prior.

Student Pathways: Shows
student-level information on college enrollment, coursework, cumulative credit,
program and award information, and GPAs from in-state and out-of-state colleges
and universities. Student Pathways is a Michigan-based report, meaning you
can search by last known high school or by a Michigan college/university
depending on your access rights. This report will be updated with up to 2017
fall postsecondary data, and “Secondary CTE Programs” data for 2016-17.
This will be released to secure users within one week.
