The purpose of this email is to provide IHEs that wish to
submit coursework data transferred in from different institutions with
reporting guidance for the upcoming 2017 STARR Collection. Although IHEs
are only required to submit student data from their own institution, if they
would like to report historical data for a student who transferred in from a
different institution, they may report those past sessions as “Transfer Work Only”
for the Postsecondary Enrollment Type. The courses that correspond to that
session should be reported with “Transfer No Grade” for the Course Academic
Grade Status Code.
If you choose to report coursework transferred in from
another institution as “Transfer Work Only,” all other data elements that are
required at the session level and course level must also be reported. Therefore,
before you choose to report “Transfer Work Only,” it is important to make sure
you have all the information needed (e.g., session start/end dates).
To make sure “Transfer Work Only” is only being reported for
past sessions of attendance at a different institution, CEPI has embedded
warnings within the system that will caution you to review your data submission
for accuracy. If session or course start/end dates occur before the date a
student first enrolled in your institution (i.e., the “Entry Date”) and
“Transfer Work Only” is not reported
for Postsecondary Enrollment Type, you will receive the following warning(s):
- SessionStartDate should not
be before a student’s EntryDate unless PostsecondaryEnrollmentType is “TransferWorkOnly” (warning).
- SessionEndDate should not be
before a student’s EntryDate unless PostsecondaryEnrollmentType is “TransferWorkOnly” (warning).
- CourseEndDate should not be
before a student’s EntryDate unless PostsecondaryEnrollmentType is “TransferWorkOnly”
(warning).

before a student’s EntryDate unless PostsecondaryEnrollmentType is “TransferWorkOnly” (warning).
The instructions above will also be updated in the 2017
STARR data manual and posted to CEPI’s web page.
