City of Ann Arbor Update: Review Draft 4 of the Ann Arbor Comprehensive Land Use Plan; Public Hearing is Feb. 18

Thank you for your continued interest in the Ann Arbor Comprehensive Land Use Plan. Please read on for the latest update. 

The fourth draft of the City of Ann Arbor Comprehensive Land Use Plan is now available for public review. The plan outlines policy recommendations and priorities to guide Ann Arbor development and land use through 2050.

A public hearing for the draft is scheduled for 5:30 p.m. Wednesday, Feb. 18, at the City Planning Commission meeting. The meeting will be held at Larcom City Hall, 301 E. Huron St., in City Council chambers on the second floor. A call-in option to attend virtually will be available for residents unable to attend in person. The Zoom online meeting link will be provided in the meeting agenda, which will be posted online just prior to the Feb. 18 meeting. 

All edits made to the Comprehensive Land Use Plan draft since the start of the review period (Oct. 21, 2025) will be available in the upcoming Planning Commission agenda packet. All 960 public comments received during the 63-day review period are posted on the Comprehensive Land Use Plan project website under “engagement process.”

Changes made from Draft 3 to Draft 4 include:

• The addition of an explanation of the history of short-term rental regulations in Ann Arbor and an acknowledgement that policy may need to be updated to support the city’s housing goals
• The language summarizing Goal 11 was strengthened to make clear the city’s commitment to transitioning to zero-carbon sources.
• A map titled “Access to Community Parks & Car Ownership” was removed so an in-depth analysis can instead take place through the Ann Arbor Parks & Recreation Open Space Plan (PROS Plan).

In addition to hearing from the public at the Feb. 18 meeting, the Planning Commission is also accepting comments on Draft 4 by email. Emailed comments must be sent to planning@a2gov.org by noon Friday, Feb. 13, to be included in the Planning Commission agenda packet.

If the Planning Commission recommends approval of Draft 4 at the Feb. 18 public hearing, it will go to City Council to consider for adoption. Visit the project page to learn more and stay informed about Ann Arbor Comprehensive Land Use Plan news.

In addition to public meetings and open houses, the city has used a variety of ways to share opportunities to learn about the Comprehensive Land Use Plan, get involved in its development and be heard during the plan review process. The Comprehensive Land Use Plan has been featured in regular social media posts, articles in the city’s weekly and monthly newsletters, posters and banners in city facilities, messages on Ann Arbor’s CTN channels, bookmarks at Ann Arbor District Library branches, emails to city update subscribers, news releases to local media and digital resources made available for local stakeholders to help raise awareness.

The Comprehensive Land Use Plan project website includes the plan draft as well as the history of engagement and outreach efforts, recordings, a timeline, resources and more.
