Attention Providers of Section 65 Services: Delivering Trauma-Focused Cognitive Behavioral Therapy (TF-CBT)
Effective August 19, 2020, TF-CBT has a separate billing code (H0004, modifier ST) under the MaineCare Benefits Manual (MBM) Ch. III, Section 65 Outpatient Therapy. Please see the notice that originally described this change.
As a reminder, a provider must: meet the qualifications of a Clinician as defined in the MBM Ch. II, Section 65 (65.02-11), be knowledgeable in trauma-informed care, practice within the scope of his or her licensure, and have current certification as a TF-CBT therapist from the TF-CBT National Therapist Certification Program in order to be eligible to receive reimbursement.
In addition, providers must participate with the Department in fidelity monitoring according to the Department determined process, which is outlined below.
A trauma symptom checklist must be completed at intake and upon discharge. This must be kept and updated within the client record.
At their discretion, providers may use one of the following trauma symptom checklists:
- UCLA PTSD Reaction Index
- Child PTSD Symptoms Scale (CPSS 5)
- Los Angeles Symptoms Checklist (LASC)
- Structured Trauma-Related Experiences and Symptoms Screener (STRESS)
- Child Report of Post-Traumatic Symptoms (CROPS)
- Parent Report of Post-Traumatic Symptoms (PROPS)
- Trauma Symptom Checklist for Children (TSCC)
The PRACTICE Checklist must be utilized throughout the course of treatment, completed prior to discharge, and kept in the client record; it must be signed and dated within 24 hours of each session. The PRACTICE Checklist may be reformatted; however, the content must not be altered.
The Office of Child and Family Services may request client records and other information in order to perform quality assurance reviews. The provider must respond and provide such information within the timeframes outlined in MBM Ch.1, Section 1 (1.03-8).

The purpose of the document is to help ensure that all the information is complete and accurate if you are enrolling as a new MaineCare provider, or if you submit a maintenance case to update existing enrollment information.
By reviewing this document, you can help prevent delays in completing your enrollment or maintenance case. If there is incomplete or missing information in your case, MaineCare will return the enrollment or maintenance case for Needing More Information (NMI).

Office of Aging and Disability Services Virtual Listening Sessions
Regulations Governing Behavioral Support, Modification and Management for People with Intellectual Disabilities and Autism
The Department of Health and Human Services, Office of Aging and Disability Services is hosting three virtual listening sessions on 14-197 C.M.R. Chapter 5, Regulations Governing Behavioral Support, Modification and Management for People with Intellectual Disabilities or Autism in Maine. The goal of these virtual listening sessions is to gather input on our current rule which can be found here. This is not a formal comment period or a replacement for the formal comment period required by the Maine Administrative Procedure Act.

We encourage individuals receiving services through the Department of Health and Human Services, their families and guardians to attend the March 26, 2021, session in particular, but all are welcome. Members and their families and guardians may attend another session as well.
