Family Planning Codes and FP Modifier Usage Requirement, CR 97225
Effective November 1, 2020, the Office of MaineCare Services will require providers to bill the FP modifier in conjunction with the family planning procedure codes listed below. This affects MaineCare Benefits Manual Sections 30, 31, 45, 90, 103, and Limited Family Planning.
Claim lines billed with any of the codes below that do not include the FP modifier for dates of service on or after November 1, 2020, will deny. The FP modifier must be the first modifier listed if more than one modifier is required for the claim line.
We recognize that some providers may need to make changes in their billing system to accommodate the use of the FP modifier. While those changes are being made, providers may utilize direct data entry into the Health PAS Online Portal as an alternative so that claims can still be submitted and processed as appropriate.

Connecting with Opportunities Initiative: For Mainers Impacted by the Opioid Crisis
The Maine Department of Labor (MDOL) is committed to helping all Mainers who are looking for work find meaningful employment and to helping employers find the skilled workers they need.
In October 2017, the U.S. Department of Health and Human Services declared the opioid crisis a national public health emergency. As a result, National Health Emergency Dislocated Worker Grants were made available under the category of Disaster Recovery Dislocated Worker grants. Supported by the Workforce Innovation and Opportunity Act of 2014, Dislocated Worker grants temporarily expand the service capacity of dislocated worker programs at the state and local levels.
This grant creates a focus on assisting individuals who have been impacted, directly or indirectly, by the opioid crisis, though this is not an eligibility criterion for access to services.
It is intended to serve:
- Dislocated Workers: individuals laid off from their jobs
- Long-term unemployed: people who have been unemployed for 27 consecutive weeks or longer
Goals:
- Create opportunities for individuals in recovery from substance use disorder to receive the support, training, and guidance they need to access and maintain sustainable employment.
Available services include:
- Career services such as career counseling and job search assistance
- Training/education or work-based training opportunities such as on the job training or work experience
- Supportive services such as assistance with transportation or childcare
- Provide opportunities for individuals, not necessarily impacted by the crisis, to enter fields that support opioid recovery such as addiction treatment, mental health, and pain management-related fields as well as other health care and social service fields providing substance use disorder and recovery services.
- Provide Disaster Relief Employment which offers up to twelve months of employment in positions directly related to alleviating challenges of the opioid crisis. These Peer Connectors will be liaisons, primarily providing outreach to individuals in recovery about employment and training services as well as connecting those in recovery with vital services that may support their preemployment stabilization.
This grant is being administered by Maine’s three Workforce Development Boards: Central Western Maine, Northeastern and Coastal Counties Workforce, Inc.
Employment and training services are delivered through Aroostook County Action Program, Eastern Maine Development Corp, Workforce Solutions/Goodwill Northern New England and the Maine Career Centers.
