Attention Home- and Community-Based Service (HCBS) Providers

Waiver Services provided through Sections 18, 20, 21, & 29 including: Shared Living Providers, Adult Foster Homes, Group Home Providers, Single Person Placements, Community Supports, Work Supports-Group, including Agency Owned/Operated Businesses, and Clubhouse Services

The deadline for completion of the mandatory HCBS Self-Assessment is November 30, 2019. Providers who have not yet completed these assessments for each service setting are encouraged to do so as soon as possible.

As a reminder, provider self-assessments are an essential step in the state’s process of creating a Statewide Transition Plan (STP). The STP will outline the state’s process for ensuring that all settings where Medicaid-funded Home and Community-Based Services are delivered fully meet the standards of the HCBS Settings rule. For more information about the HCBS Settings rule, please visit the Office of Aging and Disability Services’ (OADS) HCBS webpage.

It is critical that providers complete these self-assessments. Please visit the Training and Resources section of the OADS HCBS webpage for instructions on completing your Self-Assessment. You may also log on to the Maine HCBS Compliance Portal from http://www.maine.gov/dhhs/oads/hcbs/index.shtml

It is the Department’s sincere desire that all settings achieve compliance with the HCBS settings rule. Self-assessments must be submitted for all settings. This allows for validation of compliance with the HCBS settings rule in order to ensure continued funding of that setting. Without a self-assessment, the site will be considered non-compliant. Any setting not in compliance with the new rule will require the HCBS participants to be relocated prior to March of 2022.
