Notice is hereby given that in accordance with U.S. DOT regulation 49 CFR Part 26, the Maine Department of Transportation has established a DBE Program for disadvantaged business participation in the federal-aid construction program; MaineDOT contracts covered by the program include consulting, construction, supplies, manufacturing, and service contracts.
For FFY 2019-21 (October 1, 2018 through September 30, 2021), MaineDOT has established a DBE participation goal of 2.4% to be achieved through race/gender neutral means.
Interested parties may view MaineDOT's DBE goal setting methodology for the next 30 days during normal business hours (8-4, M-F) at the Maine Department of Transportation, Civil Rights Office, 16 State House Station, Augusta ME 04333-0016. Appointments may be scheduled by telephone at (207) 624-3066. The goal setting methodology is also available for viewing on the MaineDOT website: http://www.mainedot.gov/civilrights/
There will be conference call available to those who wish not to travel. Participant Call number is: 877-455-0244 and when prompted enter the conference code number 8779032057.
Public comment will be accepted, in writing, for 30 days following the Public Participation meeting. The public comment period will be complete on July 20, 2018. An updated goal will be submitted to FHWA, if necessary, based on public comment. The goal will be submitted for approval to the FHWA on August 1, 2018.

Several interested stakeholders will be notified directly by e-mail of the goal publication, including Associated General Contractors, Maine Better Transportation Association, American Council of Engineering Companies, Maine Asphalt Pavement Association, Maine Disadvantaged Business Enterprises, National Association for the Advancement of Colored People (NAACP) - Maine Chapter and the Maine Women's Business Center.
