Dear Friends,

Next week, October 20-24, 2025 is designated by the United States Department of Veterans Affairs as Veteran Buddy Check Week.  You are encouraged to take the online training found at the link above and to reach out to your battle buddies, your Veteran friends and your neighbors who served.  This program is an important way to identify Veterans who are at risk of suicide or who need assistance. I plan to participate and I hope you do also.

I opened this newsletter with Buddy Check Week, because it is so important to connect with other Veterans and connecting could save lives. However, I also have some DVMF news to share.  I recently reported the opening of the DVMF Annapolis Service & Benefits office to better serve Veterans and military-connected families. Just two weeks ago, we opened another DVMF Service and Benefits office in Waldorf, Maryland.  Continuing our partnership with the Maryland Motor Vehicle Administration (MVA), the newest DVMF office is located inside the Waldorf MVA Service Center. If the Waldorf office is convenient for you, here is the contact information:

Maryland Joins Forces photo

DVMF hosted the first in-person meeting of Maryland Joins Forces partners at the newly renovated Pikesville Armory. While the Maryland Joins Forces partnership has been thriving, meetings had been virtual.  It was good to bring everyone together for the first time.

Maryland Joins Forces' mission is to unite public and private partners to foster innovative solutions to challenges facing our military connected community. Through intentional collaboration, we empower veterans, service members, and their families with the support they deserve, building a community where no one is left behind.

On October 4, 2025, Cruisin Southern Maryland's 13th Annual Car Show was held at Charlotte Hall Veterans Home to benefit the residents.  $46,000 in proceeds from the event were used to purchase a Dodge Ram Van.  The van will be used to transport Charlotte Hall residents to medical appointments and community events.  Thank you to everyone who participated in Crusin’ Southern Maryland for this very generous donation.

Jack Carr photo

Acting Secretary Rothstein moderated a fireside chat with author, Jack Carr, a Veteran and former Navy SEAL.  The event was hosted by the Carroll County Public Library and Park Books on Main. More information on the event

Mr. Carr's novel, The Terminal List was made into a series shown on Amazon Prime. Mr. Carr is currently on a tour for his latest book, Cry Havoc.

DVMF Acting Secretary Rothstein addressed over 200 middle school and high school student-delegates from Carroll County.  He spoke to these future leaders about service in leadership.  This event was organized by the Carroll County Student Government Association.

Governor Moore education and workforce opportunities roundtable

Governor Moore Convenes Veterans Organizations to Discuss Expanding Post-Service Opportunities as Critical Federal Resources Remain Unavailable

Governor Wes Moore hosted veterans organizations Hiring Our Heroes and Student Veterans of America at the State House to discuss how Maryland can leverage cross-sector partnerships to help veterans find and excel in their post-service careers. The discussion comes as critical federal resources to support veterans transitioning into post-service opportunities—such as the GI Bill Hotline—remain unavailable due to the federal government shutdown.

“You can’t understand the significance of this conversation without understanding the gravity of this moment, and how this government shutdown impacts our veterans,” said Gov. Moore. “Today we aren’t here to talk about parties or politics. We’re here to talk about results. Because in Maryland we’re proving there is a better way, and we need strong partners like Hiring Our Heroes and Student Veterans of America to succeed.”

Veterans represent one in every four federal workers, making them disproportionately impacted by the ongoing government shutdown. The Trump Administration’s announcement of mass federal layoffs, the lack of clarity on whether federal workers will receive backpay, and the disruption of government contracts—many of which are held by Veteran-Owned Businesses—all create instability for Maryland’s veterans and their families. Blue Star week with Governor Moore

Governor and First Lady Moore Welcome Military Families During National Blue Star Welcome Week

Governor Wes Moore, First Lady Dawn Moore and the Maryland Department of Veterans and Military Families welcomed nearly 100 Blue Star Families to Government House to celebrate Blue Star Welcome Week, a national campaign to welcome transitioning military families into their new communities. In partnership with the Blue Star Families organization, the governor and first lady reinforced the Moore-Miller administration’s commitment to uplifting Maryland’s service members and their families. 

“Before I deployed to Afghanistan, I thought military service was toughest on soldiers. After I deployed, I realized it was toughest on families, who stepped up even though they weren’t called,” said Gov. Moore. “They juggled the household, the finances, and the future by themselves—and for that we owe them a profound deal of gratitude. That’s why in Maryland, we will always honor our pledge, and make sure that our military families are not just seen but supported.”  

“Today is personal for me because as a former military spouse, I know the challenges our military families face and how we must support them,” said First Lady Moore. “At a time when we are facing mounting conflicts at home and abroad, the challenges are enormous. What gives me hope is that our administration is leading the way in uplifting our military families, who every single day carry forward the proud legacy of service that defines our state and our country.”

DVMF Acting Secretary Ed Rothstein participated in a roundtable discussion held for Small, Minority-owned, Women-owned and Veteran-owned businesses. The event was held at the Collège of Southern Maryland. Other presenters included Comptroller Brooke Lierman, Special Secretary Maria Martinez (Maryland Small, Minority & Women Business Affairs), Dr. Yolanda Johnson, President of the College of Southern Maryland and Lucretia Freeman-Buster, Chief of Business Development Services, CCEDD.  The event was hosted by Maryland Delegates Edith Patterson and C.T. Wilson.

Veterans Small Business week

Governor Moore Announces Launch of Loan Program for Essential Employees Who Are Working Without Pay During Federal Government Shutdown

In response to the ongoing federal government shutdown, Governor Wes Moore announced the launch of the Maryland Department of Labor’s Federal Shutdown Loan Program. Now accepting applications, the program provides financial support to Maryland residents who are “excepted” federal employees (also called “essential”), meaning they are required to continue working during a federal government shutdown but are not receiving a paycheck during that time.

“At a time when the federal government is stepping back from its most basic obligations, Maryland is stepping up to protect our people,” said Gov. Moore. “The emergency support we announce today will keep public servants afloat as we enter a second week of this shutdown. But no state can continue to fill the massive gap created by Washington. The president must come to the negotiating table in good faith and close a deal to open the government.”

The program offers a one-time no-interest loan of $700 to help workers meet expenses like rent and groceries. The loan must be repaid 45 days after the shutdown ends, giving workers time to receive their back pay from the federal government. Read More Here

The Office of Outdoor Recreation is gearing up for the 2025 Maryland Outdoor Recreation Summit, happening October 28-30 in Baltimore City. The summit will feature outdoor excursions, dynamic speakers and sessions, and plenty of networking and social events. Registration is still open.

Hunting Ancient Species: Prehistoric Shark Teeth Can Be Found at Public Lands Near You

Walking the sandy shorelines of the Chesapeake Bay can be a tranquil and rewarding experience for lovers of Maryland’s outdoors. Some beachcombers pursue sea glass and shells, while some have been lucky enough to find prehistoric fossils including shark teeth and ancient artifacts such as arrowheads. Read more.

Greenspace Equity Grants Available for Communities to Provide Outdoor Access for All Marylanders

The Maryland Department of Natural Resources is now accepting grant proposals for the FY 2027 Greenspace Equity Program, which provides funding to land trusts, nongovernmental organizations, and local governments to acquire and/or develop public greenspaces in overburdened and underserved communities. Read more.

Agent Orange Class for Veterans

Join VA’s virtual class, Agent Orange 101: An Introduction for Vietnam Era Veterans, and learn about Agent Orange exposure, related health conditions and presumptive conditions, and the Agent Orange Registry.  This free class takes place on Thursday, October 23, from 1:30 – 3:00 p.m. ET. You can attend through your personal computer, smart phone, or tablet.

News from Congresswoman Elfreth - Veterans History Project

November is Veteran's History Month, and the Office of Congresswoman Sarah Elfreth is partnering with the Library of Congress to conduct interviews with veterans in her district. The Veterans History Project collects, preserves, and makes accessible firsthand recollections of U.S. military veterans who served from World War I through more recent conflicts. Veterans from all branches and ranks are eligible to participate. If interested, complete this form and submit it by October 24. All participants must be a resident of Maryland Congressional District 3.


October Is National Health Literacy Month: Know Your Cancer Screening Options

October is National Health Literacy Month — a great reminder for veterans to take charge of their health by understanding the screening options available through the VA. Regular screening helps detect cancer early, when treatment is most effective and outcomes are best.

The VA offers a range of recommended cancer screening options for eligible veterans, including:

  • Lung Cancer: Low-dose CT scans are recommended for veterans aged 50 to 80 who currently smoke or have quit within the past 15 years and have a 20 pack-year or greater smoking history. Screening is quick, noninvasive, and can detect lung cancer early—often before symptoms develop—when treatment is most successful.
  • Breast Cancer: The VA recommends screening mammograms every two years for women aged 50 to 74 at average risk. Women at higher risk, such as those with a family history of breast cancer, should talk with their provider about starting earlier or screening more often. Early detection through mammography significantly improves survival rates and treatment options.
  • Colorectal Cancer: Veterans can choose among several approved screening methods, including an annual at-home FIT (fecal immunochemical test) like InSure One, a colonoscopy every 10 years, or a flexible sigmoidoscopy every 5 years. 
  • Cervical Cancer: For women aged 21 to 29, a Pap test every three years is recommended. For women aged 30 to 65, a Pap and HPV test together every five years (or Pap test alone every three years) helps detect precancerous changes early. Regular screening and follow-up care can prevent most cases of cervical cancer.

If you’re due for screening, talk with your VA provider about which option is right for you. Early detection saves lives, and understanding your options is the first step.

Community News

Washington County is seeking applicants for the Veterans Advisory Committee

The Travis Manion Foundation is holding two Community Summits in Maryland: Annapolis on November 1st and Baltimore on November 15th.


News from ServingTogether

At ServingTogether, we provide local veteran resources, information and services to active duty service members, veterans,  family National Gurard/Reserves, family members and caregivers in the DMV region free of charge. We do this through coordinated care, community education (Mental Health First Aid, QPR and other classes) and our numerous veterans’ collaboratives. We also provide mental health assessments as a recipient of the Staff Sergent Fox grant program. In the past 2.5 years ServingTogether has screened over 500 clients for risk of suicide.

Community Resources

ServingTogether, a program of EveryMind, was launched in 2011 to coordinate community-based resources for service members, veterans and their families in the MD/NoVa/DC region. Our mission is to make it easier for all those who have served in the Armed Forces, National Guard or Reserves, and their families to access the local services they need.  We have hundreds of dedicated non-profit, state and federal partners that can help with needs from A to Z!

All in the Name - October 23rd at 7pm EST (Virtual)

For this generative workshop, we’ll play with a form that seems to be all about restriction—a poem where your name is the source of all the language you can use. That is, the only words you can use are those made from rearrangements (partial anagrams) of the letters in your name. How can such a restriction lead to a wealth of possibility? We’ll look at two very different examples, then undergo a step-by-step process to build words, then lines. Join author of  Your Emergency Contact Has Experienced and EmergencyChen Chen, on Thursday, October 23rd at 7pm EST. This fundraising workshop will benefit Mission Belonging programs for veterans, service members, military families, and health care workers. A limited number of FREE tickets for Veterans, Service Members, and Healthcare workers are available on a first come, first served basis. More Than One Story - Next Virtual Orientations - November 11th (Virtual)

Join Mission Belonging in a virtual orientation session to learn more about our program for women and non-binary military (Active Duty and Veterans), More Than One Story. This monthly program uses live, interactive online art and creative writing workshops to create a “Virtual Community Center” where women and non-binary military members gather and experience belonging in a healthy, safe, and connected environment. Individuals interested in participating in MTOS are required to attend one Orientation Session. Additional Orientation dates are forthcoming. Visit www.missionbelonging.org/mtos for more details.
