Roadway Projects in Carroll County
All scheduled work is weather/temperature dependent
MD 27 (Manchester Road) from West of MD 140 to Hahn Road - 40% complete
- Sections 2 and 3 of the boardwalk are 95% complete. The work at the boardwalk's section 1 is paused as the project team resolves a utility conflict with an active underground water line.
- This project will construct new bicycle/pedestrian access and connect existing sections of the Westminster Community Trail with completion expected in spring 2026.
MD 91 (Emory Road) Bridges over the North Branch of the Patapsco River and Maryland Midland Railroad- 95% complete
- Crews started stormwater management work at the end of June. They are working on a bioswale to the north of the railroad bridge. This work may require flagging operations with a single-lane restriction Monday through Friday from 9 a.m. to 3 p.m. Emergency vehicles will be given priority.
- This project is expected to be complete this summer.
Highway Maintenance
- These projects will remove the top layer of the roadway (milling), repair depressions and cracks, and install a new driving surface:

MD 27 (Ridge Rd) between Nicodemus Rd and Bond St - Crews are currently paving the mainline during overnight hours. Driveway and side street tie-ins will be next. The project is expected to be complete this month.

MD 31 (High St) between Lambert Ave and Church St (in the town of New Windsor) - Crews are paving MD 31 Monday through Friday from 8 a.m. to 4 p.m. Street parking is restricted when crews are working in that location. The roadwork is expected to be complete this month.
Looking Ahead
Vulnerable Road User Assessment
- SHA is seeking public feedback on the agency's Vulnerable Road User (VRU) Assessment which aids in the state's plan to improve safety for all travelers.
- An online survey is available by clicking here. The link opens a map where the user will click on a county and select the available corridors. Once the user clicks on a specific corridor, a pop-up window will offer a link to "Submit Corridor Feedback." The survey is available through August 7.
- SHA will host a virtual meeting for the Carroll County area on Wednesday, July 23 from 4 p.m. to 6 p.m. using Microsoft Teams here: LINK
