Roadway Projects in Carroll County

All scheduled work is weather/temperature dependent

MD 27 (Manchester Road) from West of MD 140 to Hahn Road - 30% complete

  • Sections 2 and 3 are 95% complete. The decking and handrails were finished last month. Upcoming work includes grading and paving.
  • BGE placed a new pole near section 1. The line will be attached later this month. Crews are test pitting to determine underground utility locations.
  • This project will construct new bicycle/pedestrian access and connect existing sections of the Westminster Community Trail with completion expected in spring 2026. 

MD 91 (Emory Road) Bridges over the North Branch of the Patapsco River and Maryland Midland Railroad- 90% complete

  • Crews are preparing for stormwater management work in late May. There is a stream restriction that will be lifted on May 31 (per state regulations).
  • The stormwater management work may require flagging operations with a single-lane restriction Monday through Friday from 9 a.m. to 3 p.m. Emergency vehicles and school buses will be given priority.
  • This project is expected to be complete in summer 2025. 

Springfield Ave (MD 851) between Main St and Warfield Ave - 95% complete

  • All major work is complete on this project. Crews are expected to install permanent line striping in the next week. The remaining work includes sod placement.
  • This drainage improvement project is expected to be complete this month.

Highway Maintenance

  • These projects will remove the top layer of the roadway (milling), repair depressions and cracks, and install a new driving surface:
    • MD 800D (Watson Ln) Between MD 75 (Green Valley Rd) and MD 75 - Most of the project is complete. Crews are currently working on punch list items.  
    • MD 27 (Ridge Rd) between Nicodemus Rd and Bond St - Crews started milling the northbound lane last month. The project is expected to be complete by June. The schedule has daytime hours.
    • MD 31 (High St) between Lambert Ave and Church St (in the town of New Windsor) will see work later this month after the completion of MD 800D. The schedule is Monday through Friday with daytime hours. The roadwork is expected to be complete by July.

SHA Offices and Shops will close on Monday, May 26.
