Roadway Projects in Carroll County

All scheduled work is weather/temperature dependent

MD 91 (Emory Road) Bridges over the North Branch of the Patapsco River and Maryland Midland Railroad- 75% complete

  • MD 91 opened to traffic on December 20 - one month ahead of schedule. The new steel bridge over the railroad and the new concrete bridge over the Patapsco River both feature two 12-foot lanes and two eight-foot shoulders.
  • Most of the remaining work involves stormwater management improvements and may require occasional single-lane closures with a flagging operation. Any lane restrictions will be performed Monday through Friday form 9 a.m. to 3 p.m. Emergency vehicles and school buses will be given priority through the roadway.
  • This project is expected to be complete in summer 2025. 

Springfield Ave (MD 851) between Main St and Warfield Ave - 70% complete

  • All new sidewalk is installed. The contractor is working on regrading yards behind the new sidewalk and installing detectable warning surfaces.
  • Upcoming work includes milling the roadway followed by paving. The work is temperature-dependent requiring a minimum of 40 degrees and rising. 
  • There is a single-lane closure to safely facilitate the work. A flagging operation is maintaining travel in both directions.
  • This drainage improvement project is expected to be complete in early 2025.

SHA Offices and Shops will be closed on January 20.
