Roadway Projects in Carroll County
All scheduled work is weather/temperature dependent
MD 27 (Manchester Road) from west of MD 140 ramp to Hahn Road - 15% complete
- This project is building a shared-use path along MD 27 to connect existing sidewalk along Hahn Road, install new crosswalks and pedestrian signals, and improve area drainage.
- The project is paused as SHA makes design changes due to underground utility conflicts.
MD 91 (Emory Road) Bridges over the North Branch of the Patapsco River and Maryland Midland Railroad- 30% complete

River bridge: Crews completed the excavation for the footer elevations. They are now installing caissons for the future wing walls.

Railroad bridge: Micropiles are completed and concrete was recently poured for the abutment footers. Crews are now forming abutment A's stem wall. Abutment B's stem wall was poured last week.
- The MD 91 bridges closed in April. The detour route directs motorists to MD 30 or MD 140 depending on travel direction. A map is available by clicking here.
- SHA installed signs on MD 91 last week to deter truck traffic from using Hollingsworth Road, Lawndale Road and East Lawndale Road.
Springfield Ave (MD 851) between Main St and Warfield Ave - 35% complete
- Crews are installing new storm drain pipe and structures. New curb, gutter and sidewalk is also being constructed. There is a single-lane closure to safely facilitate the work. A flagging operation is maintaining travel in both directions.
- This drainage improvement project is expected to be complete this fall.
Looking Ahead
MD 140 (Baltimore Blvd) at MD 91 (Emory Rd) - Intersection improvements
- SHA is working on the Design and schedule to change the signal operations on westbound MD 140 to southbound MD 91. New phasing will only permit a left turn using a green arrow. A newsletter with a project update was mailed to area property owners in late June.
- The project to create a turning movement on Michele Brauning Drive and bike lanes on MD 140 is paused.
MD 140 (Baltimore Blvd) between Sandymount Rd and Bethel Rd - Highway maintenance
- Project will remove the top layer of asphalt, repair cracks and depressions, and install a new driving surface. The work is expected to start this month.
- The one-mile project has an overnight work schedule.
MDOT SHA Offices and Shops will be closed on Thursday, July 4.
