Hello Neighbors,
We are excited to officially announce a Request for Proposals (RFP) for an experienced organization to coordinate and facilitate a college tour for high school students in District 8. Expanding access to higher education and exposing our young people to campuses, career pathways, and scholarship opportunities remain top priorities. Details regarding the scope and where to submit your proposal are included below. We look forward to reviewing your submission and partnering to create an impactful experience for our students.
As we continue building pathways to opportunity, I am pleased to share that our District 8 Scholarship Application is now open. I strongly encourage eligible students to apply and take advantage of this investment in their academic journey. Please review the information provided below for deadlines and application instructions.
I am proud to report that through our recent Private Property Snow Removal Program, conducted in partnership with Devine Landscaping LLC, we successfully served over 500 seniors and residents with disabilities across District 8. During a season that can create serious challenges for vulnerable neighbors, this initiative demonstrated the power of community partnership and service.
February is Black History Month, a time to reflect on the resilience, innovation, and leadership that have shaped our nation. Today, we pause to honor the life and legacy of Rev. Jesse Jackson, a tireless civil rights activist whose advocacy for justice, voting rights, and economic empowerment will be remembered for decades to come. His work reminds us that progress requires courage, conviction, and collective action.
Finally, included are upcoming events and community engagements. There are opportunities to stay connected, informed, and involved. Be sure to mark your calendars and join us. As we move forward together, I hope each of you had a wonderful Valentine’s Day filled with joy and connection. Let us carry that spirit beyond a single day, choosing to share love, kindness, and compassion throughout the year.
Sincerely,
Council Member Edward Burroughs III, District 8

ARE YOU LOOKING FOR AN OPPORTUNITY TO SERVE A NEED? We have a SPECIFIC REQUEST and are seeking PROPOSALS.
As part of our continued commitment to expanding opportunities for young people in District 8, my office is seeking qualified organizations to submit proposals to design and execute a Summer 2026 College Tour Program for approximately 50 high school students. We are looking for experienced partners who can manage the full scope of logistics for a multi-day regional college tour. This may include:
- Coordinating visits to multiple colleges and universities
- Arranging transportation (e.g., charter bus travel)
- Securing overnight accommodations (on-campus or hotel stays)
- Managing meals and supervision
- Developing structured programming that introduces students to admissions, financial aid, student life, and academic pathways
Our goal is to provide students with meaningful, well-organized exposure to higher education environments that broaden their aspirations and inform their postsecondary planning. Organizations with demonstrated experience conducting college tours, youth travel programming, and large-scale student logistics are strongly encouraged to apply. Serious contenders should submit a detailed proposal outlining their experience, approach, timeline, budget framework, and references. Please send proposals to: pjross@co.pg.md.us. Additional details and timelines will be shared directly with viable applicants. District 8 is filled with promise. Together, we can ensure our students see what is possible and step confidently toward their futures.
