 The Prince George’s County Council continues to operate under the Governor’s “Proclamation and Declaration of State of Emergency and Existence of Catastrophic Health Emergency – COVID-19”, effective March 5, 2020, and amended January 21, 2021, and the Prince George’s County State of Emergency Declaration, effective March 16, 2020, and extended by the Governing Body of Prince George’s County with the adoption of CR-2-2021 on January 12, 2021. The Council’s Emergency Operations Procedures became effective pursuant to CR-10-2020, adopted on March 17, 2020, and amended pursuant to CR-35-2020, adopted on May 18, 2020. Rules of Procedure for the County Council and District Council have been amended, pursuant to CR-57-2020 and CR-58-2020, respectively, adopted on July 21, 2020, for virtual and remote public participation before each body.
Due to technical difficulties and a significant Internet outage affecting most major carriers along the East Coast, Council meetings scheduled for Tuesday, January 26, 2021 were postponed, continued, or rescheduled to Thursday, January 28, 2021 starting at 10:00 a.m.
COMMITTEE OF THE WHOLE CONVENES VIRTUALLY FOR GENERAL ASSEMBLY DISCUSSION; RECEIVES MACo UPDATE; CONSIDERS EXECUTIVE APPOINTMENTS AND LEGISLATION
The Council’s Committee of the Whole (COW) convened virtually on Thursday, January 28th for a General Assembly update, and the review of Executive appointments. District 4 Council Member Todd M. Turner also provided MACo updates for COW. General Assembly agenda items included Statewide, County and Bi-County Bill Updates. Statewide issues garnering COW support included the Richard W. Collins III Leadership with Honor Scholarship, Magnetic Levitation Transportation System Prohibited Appropriations and the Plastic Bag Reduction Act. Local and Bi-County issues addressing Vehicle Height Monitoring Systems and WSSC were also supported. COW advanced Executive nominations for Director of the Department of Corrections and the Prince George’s County Board of Ethics and moved consideration of the appointees to the full Council.
CB-002-2021, legislation establishing a Compensation Review Board; CR-003-2021, legislation addressing appointments to the Charter Review Commission; and CR-007-2021, legislation concerning acts of insurgency at the U.S. Capitol on January 6th were also supported by COW and forwarded to the full Council for consideration.

 The County Council convened in virtual session on Thursday, January 28th to consider legislation and Proposed Correspondence. Following the introduction and presentation of several legislative measures, the Council approved the Chair’s signature on Proposed Correspondence to Prince George's County Senate Delegation Chair Joanne Benson, and Prince George's County House Delegation Chair Erek L. Barron, transmitting the position of the Prince George's County Council on proposed State legislation. CR-006-2021, legislation appointing the Prince George’s County Redistricting Commission, and CR-007-2021, legislation concerning acts of insurgency at the U.S Capitol were unanimously adopted by the Council.

DISTRICT COUNCIL CONVENES TO REVIEW LAND USE MATTERS
The Prince George’s County Council, sitting as the District Council on zoning matters, convened virtually on Thursday, January 28th to address Items Pending Finality as part of an additions package. The District Council is granted authority to act on zoning matters by the State of Maryland Regional District Act, now in the Land Use Article, of the Maryland Annotated Code. COUNCIL VICE CHAIR TAVERAS NAMED TO COG LEADERSHIP POST
Vice Chair Deni Taveras has been appointed to serve as chair of the Metropolitan Washington Council of Governments (COG) Climate, Energy, and Environment Policy Committee, the principal policy adviser to the Metropolitan Washington Council of Governments on issues such as climate change, energy, waste and recycling, air quality, and other environmental issues. RE-ENTRY ADVISORY BOARD COMMUNITY SERVICE PROVIDER SURVEY; JOIN THE VILLAGE
 The Prince George’s County Re-Entry Advisory Board has continued to pioneer the comprehensive improvement process supporting returning citizens since pre-COVID. Now the Advisory Board is ready to engage the County’s community service providers in this process, so their services can be accessed and utilized. Re-engaging neighbors and family members, while giving them the tools they need to succeed as citizens, takes a village. PRINCE GEORGE’S COUNTY CANCELS VACCINATION APPOINTMENTS FOR INDIVIDUALS WHO DO NOT LIVE OR WORK IN THE COUNTY; PRE-REGISTRATION FOR PHASE 1C BEGINS; INDOOR DINING RESUMES FRIDAY, JANUARY 29TH, AT 25%
 Prince George’s County Executive Angela Alsobrooks announced in a press conference this week that the County is cancelling appointments for individuals who do not live or work in the County who have scheduled appointments at County vaccination sites.
- The County will be checking for proof of residency or proof of employment in Prince George’s County for every vaccination appointment moving forward.
- Appointments will not be cancelled for those individuals who do not live or work in the County, but who currently have an appointment to receive a second vaccine dose. The County is only vaccinating individuals eligible in Phases 1A and 1B who live or work in the County.
- The County has entered Phase 1C of the vaccine distribution plan for pre-registration only. Individuals that live or work in the County and are eligible in Phase 1C should pre-register as soon as possible.
- The County’s positivity rate has dropped to 9.2% based on the latest seven-day average. As a result, indoor dining resumes on Friday, January 29th at 25% capacity.

GOVERNOR HOGAN ANNOUNCES OPENING OF MASS VACCINATION SITES, EXPANSION OF PHARMACY PROGRAM
 The Maryland Department of Health and the Maryland National Guard, in partnership with local jurisdictions and private partners, are establishing mass vaccination sites in at least six central locations statewide. Vaccinations will be underway at Six Flags America, in Prince George’s County by Friday, February 5th. Vaccination capacity at mass sites will be based on allocations, and an announcement will be made when appointments for mass sites become available. READ the Governor’s Press Release.  The County has launched a $11 million Hotel Resiliency Relief Fund. Hotels and similar establishments that have been adversely impacted by the COVID-19 pandemic may apply. Applications are being accepted until February 24. To learn more and apply, visit here.
