COUNCIL EMERGENCY OPERATIONS STATUS
The County Council continues to operate under the emergency procedures under the Governor’s “Proclamation and Declaration of State of Emergency and Existence of Catastrophic Health Emergency – COVID-19”, effective March 5, 2020, and the Prince George’s County State of Emergency Declaration, effective March 16, 2020. COUNTY COUNCIL CONVENES VIRTUAL SESSION; ENACTS COVID-19-RELATED LEGISLATION PROVIDING HAZARD PAY TO FRONTLINE COUNTY WORKERS; APPROVES RESOLUTION EXTENDING COUNTY’S STATE OF EMERGENCY
The County Council convened in virtual session on Monday, May 11th. During the session, the Council authorized the Chair’s signature on a letter to U.S. Department of Transportation Secretary Elaine Chao, expressing Council support for the Better Utilizing Investments to Leverage Development (BUILD) transportation planning grant application submitted by Prince George’s County, Charles County, and the Maryland Department of Transportation. The Council also enacted CB-014-2020, an Act concerning Special Issuance Bonds for the Largo Town Center Metro Development District.
Monday’s Council action included the approval of a legislative package of 14 measures addressing COVID-19 Hazard Pay and Compensatory Time for public safety workers and other frontline County employees. Additionally, the Council approved CR-031-2020, a Joint Resolution, proposed by County Executive Angela D. Alsobrooks, extending the Declaration of Emergency in Prince George’s County for 30 days.

COUNTY EXECUTIVE ANGELA D. ALSOBROOKS EXTENDS STAY-AT-HOME ORDER FOR PRINCE GEORGE’S COUNTY ; COUNCIL RESPONDS WITH SUPPORT
Prince George’s County Executive Angela D. Alsobrooks held a press conference on Thursday, May 14th, updating the County’s COVID-19 response, and the path going forward. During the press conference, County Executive Alsobrooks announced that her signature on the Declaration of Emergency in Prince George’s County, extending the state of emergency in Prince George’s County. Council Chair Todd M. Turner responded, “Acknowledging the unique impacts of COVID-19 in Prince George’s County, and the health and safety of our residents as priority, the County Council fully supports County Executive Angela Alsobrooks’ decision to extend the stay at home order in Prince George’s County. We thank County Executive Alsobrooks and her team, for her leadership and partnership, and we look forward to beginning our recovery in the County, when it is safe and appropriate to do so.” READ the County Executive’s press release on the extension of the Stay-at-Home Order. MORE THAN 60 RESIDENTS PARTICIPATE IN FINAL COUNCIL FY 2021 BUDGET PUBLIC HEARING MAY 11
As the Council’s FY 2021 Budget Review Process moves forward, the final FY 2021 Virtual Budget Public Hearing on Monday, May 11th. The Council was joined remotely by 64 residents who shared their budget concerns and priorities regarding the County’s proposed Operating Budget, Six-Year Capital Program (including the Capital Improvement Budget), and the Prince George’s County Board of Education portion of the County’s FY 2021 Operating Budget, Proposed Budget of the Redevelopment Authority, Revenue Authority and Industrial Development Authority of Prince George’s County, and the Constant Yield Rate. The Council thanks all residents and stakeholders, who became a part of history through their participation in the FY 2021 Budget Review Process, especially the first-time virtual budget public hearings as a response to COVID-19.

COMMITTEE OF THE WHOLE BUDGET CONDUCTS BUDGET WORK SESSIONS; COUNCIL MOVES BUDGET ADOPTION DATE TO MAY 29th
The Council’s Committee of the Whole (COW), aided by technology, met this week, on Monday, May 11th, Wednesday, May 13th, and Thursday, May 14th. The COW reviewed legislation and held three days of virtual budget work sessions to consider proposed FY 21 spending plans for Prince George’s County departments and agencies, before closing the COW budget review. Because the Council is operating under emergency procedures, the County Council has moved the Budget Adoption date to Friday, May 29th. The Council thanks the County Executive’s budget team, and all directors and staff of County departments and agencies, who presented to the Council on proposed spending plans for their participation in this budget process, made extraordinarily challenging by the impacts of COVID-19
COW - MONDAY, MAY 11TH
The COW convened virtually on Monday, May 11th, to review CR-31-2020, proposed legislation continuing the emergency declarations of the County Executive. The measure was approved and moved to consideration by the full Council. COW also reviewed the proposed budgets for the Police Department, Fire Department, Circuit Court, Orphan’s Court and Department of Health. WATCH

On Thursday, May 14th, the COW met for an overview of the Prince George’s County Proposed FY 2021-2026 Capital Improvement Program (CIP) budgets for the Board of Education, and Prince George’s Community College; and a County Budget wrap-up.

PRIMARY ELECTION JUNE 2 - VOTE BY MAIL!
The June 2nd primary election is coming up, and due to COVID-19, it is also being conducted differently this year – by mail-in ballot. All registered and eligible voters are being mailed a ballot for this election. Beginning on May 21, 2020, voters who prefer to drop off their ballots can do so at a Prince George’s County ballot drop off location.

While County Executive Angela Alsobrooks, Montgomery County and other surrounding jurisdictions, in the best interests of residents, extended stay-at-home orders this week, Governor Hogan lifted the state of Maryland’s stay-at-home restrictions. COUNCIL MEMBER DENI TAVERAS DISCUSSES COVID-19 AND IMMIGRANTS IN WASHINGTON POST OP-ED
District 2 Council Member Deni Taveras discusses the impact of COVID-19 on the immigrant community in Prince George’s County in an opinion piece published in The Washington Post on May 14, 2020, “The Crisis within the Crisis in Prince George’s County.” The op-ed responds to an article on the subject published in April 2020. Council Member Taveras writes, “ Immigrants are intricately interwoven into the fabric of our society, from our food supply chain, to health-care and grocery workers serving at the front lines during this novel coronavirus crisis. COUNCIL MEMBER TOM DERNOGA’S COVID-19 RESPONSE FEATURED IN THE BALTIMORE SUN
District 1 Council Member Tom Dernoga, has been working hard in his district to address food insecurity among his residents, especially during the COVID-19 pandemic. His District 1 Team has been at James Duckworth Regional Center in Beltsville from Noon to 1:30 p.m. and at Dwight Eisenhower Middle School in Laurel from 2 to 3:30 p.m., every weekday providing free food to residents. Council Member Dernoga’s efforts are featured in a May 14th article published in The Baltimore Sun.
COUNCIL VICE-CHAIR AND AT-LARGE MEMBER CALVIN S. HAWKINS, II, PARTNERS TO HOST MOTHER’S DAY GROCERY GIVEAWAY; COVID-19 RELIEF EFFORTS FEATURED IN PG SUITE
Council Vice-Chair and At-Large Member Calvin S. Hawkins, II, in continued efforts to address food insecurities in the County, related to COVID-19, partnered with local municipalities, service organizations, corporate citizens, and government agencies, to host a Mother’s Day Grocery Give-Away on Saturday, May 9, at the Technology Training Center, Bank of America Building, in Seat Pleasant. The Mother’s Day Grocery Give-Away, a drive-up only event, distributed 500 boxes of shelf-stable food and fresh produce. COUNCIL MEMBER MONIQUE ANDERSON-WALKER EXPRESSES THANKS TO ADVENTIST HEALTHCARE FORT WASHINGTON MEDICAL CENTER ON NATIONAL HOSPITAL WORKERS DAY
District 8 Council Member Monique Anderson-Walker, in partnership with the Furlough Cheesecake Sisters, and Dynamic Service Solutions, LLC, and in addition to the weekly lunches she has provided, delivered the Furlough Cheesecake Sisters’ Lemonade Cheesecake to the healthcare team at the Adventist Healthcare Fort Washington Medical Center on Friday, May 15th. Council Member Anderson-Walker thanked the workers for their compassion and dedication. Hospital President Eunmee Shim said the weekly lunches and the cheesecake treat were especially appreciated on Friday, bringing smiles to the faces behind the masks, as they mourned the first loss of one of their hospital nurses.
DAVIS LARGO FOOD DISTRIBUTION
On Saturday, May 2nd, Prince George's County Council Member Derrick Leon Davis (District 6) participated in a Grab & Go Grocery Bag Giveaway, in partnership with Prince George's County Public Schools, Capital Area Food Bank, Friendship Charities, Inc. Omega Psi Phi Fraternity, Inc. - Gamma Pi Chapter, St. Paul Baptist Church and Galilee Community Development Corporation. The event garnered the support from the County's nonprofit community, successfully distributing 700 boxes of non-perishable food items to PGCPS families.
