COMMITTEE OF THE WHOLE RECEIVES BRIEFING ON COUNTY'S 2019 TELECOMMUNICATIONS
TRANSMISSION FACILITIES COORDINATING COMMITTEE MASTER PLAN AND FISCAL YEAR 2019 ANNUAL REPORT 

The Council’s Committee of the Whole (COW) met Tuesday, November 12, 2019 to receive a briefing from Michelle Lyons, Chair of the Telecommunications Transmission Facilities Coordinating Committee (TTFCC) and James Crane, Facility Coordinator for the Columbia Telecommunications Corporation (CTC).  During the briefing, the Prince George’s County 2019 Telecommunications Transmission Facilities Coordinating Master Plan and Fiscal Year 2019 Annual Report was presented and discussed.  The Master Plan offers locations where one or more wireless service providers have sited telecommunications antennas, or may site antennas, in the future.  Such locations include buildings, monopoles, electric utility transmission line towers, and water tanks.  The Annual Report informs the County Executive, County Council and County citizens of TTFCC activities during Fiscal Year 2019.  WATCH Tuesday’s COW


COUNCIL PRESENTS PROCLAMATIONS

A County Council Proclamation is an official declaration recognizing individuals, businesses, organization or events in Prince George’s County.

Westphalia

On Tuesday, November 12th, District 6 Council Member Derrick Leon Davis and Council Chair Todd M. Turner presented proclamations to Westphalia Sector Development Review Advisory Council Chair Redell Duke and Advisory Council members, for “Exemplary Public Service” in Prince George’s County.

Swilley

Employ Prince George's Executive Vice-President Jeffrey Swilley accepted a proclamation presented by Chair Turner and Council Vice-Chair Rodney C. Streeter, recognizing November 11-15, 2019 as “Apprenticeship Week,” in Prince George’s County.

Henderson

Council Chair Turner and Vice-Chair Streeter also presented a proclamation to Fort Dupont Ice Hockey Club Coach Neal Henderson honoring him for his induction into the “Class of 2019 United States Hockey Hall of Fame.

Williams

Williams “Billy” McNeill received a proclamation presented by Council Member Hawkins and Chair Turner, for “Outstanding Volunteerism with Emergency Preparedness” in Prince George’s County. 

Dorce

Council Member Hawkins and Chair Turner also honored Dorce Watts, III, for “Outstanding Community Service” in Prince George’s County.

COUNTY COUNCIL CONVENES BUSINESS MEETING; APPROVES JOINT SIGNATURE LETTER ON SCHOOL CONSTRUCTION; REVIEWS LEGISLATION AND APPOINTMENTS

During its session on Tuesday, November 12th, the County Council approved a Joint Signature Letter to    the Interagency Committee on School Construction, endorsing the Prince George’s County Board of Education’s proposed FY-2021-2026 capital budget request.  This letter to the state of Maryland also identifies the County’s local priorities for traditional school construction funding.  Tuesday’s Council action also included the approval of a host of Council Resolutions. CR-095-2019 expresses support of financing for the Maryland Department of Housing and Community Development's Neighborhood Business Development Program, known as the Neighborhood Business Works Program. CR-092-2019, approves the terms and conditions of a negotiated Payment in Lieu of Taxes (“PILOT”) Agreement between Prince George’s County, Maryland (“County”) and RPAI Capital Centre II, LLC, an affiliate of Retail Properties of America, Inc. (“Developer”) for the Carillon Project. CR-096-2019, recognizes, supports, and celebrates National Apprenticeship Week. CR-097-2019, expresses Council support for the Community Reinvestment Act, which encourages lending and investment in low-and moderate-income communities.  The Council also approved Executive appointments to the Fire Commission and the Commission on Common Ownership Communities for Prince George's County.

BOARD OF HEALTH HOLDS FINAL MEETING FOR LEGISLATIVE YEAR 2019

The Prince George’s County Council, sitting as the County’s Board of Health, convened on Tuesday, November 12th for the final session of Legislative Year 2019.   The Board of Health discussion, which included introductory remarks and comments from Board of Health Liaison Dr. Terrence Fullum, and Advisor, Dr. Yolandra Hancock, featured a  briefing update on Luminis Health (the recent merger between Doctor’s Hospital in Lanham and Anne Arundel Medical Center); an operational update on University of Maryland Capital Region Health (UMCRH) including a status review of the new Regional Medical Center in Largo; and the RAND Corporation Study, “Assessing Health & Human Service Needs in Prince George’s County,” expected to be completed next year.

TRANSPORTATION, INFRASTRUCTURE, ENERGY AND ENVIRONMENT COMMITTEE HOLDS FINAL MEETING FOR LEGISLATIVE YEAR 2019 

The Council’s Transportation, Infrastructure, Energy and Environment (TIEE) committee, chaired by District 2 Council Member Deni Taveras, met Thursday, November 14th.

The meeting included an important presentation updating the County’s Vision ZERO goal to reduce pedestrian, bicycle and vehicle fatalities & injuries in the County by 2040. TIEE members also reviewed CR-075-2019, proposed legislation changing the water and sewer category designations, and program updates from the Department of the Environment on commercial recycling & composting, trash pickup and the polystyrene ban.

DISTRICT 3 COUNCIL MEMBER GLAROS ANNOUNCES REQUEST FOR PROPOSALS TO DEVELOP FORMER MARYLAND NATIONAL CAPITAL PARK POLICE SITE

Prince George’s County Council Member Dannielle Glaros (D) – District 3, announces the release of a competitive request for proposals (RFPs) to develop the former Maryland-National Capital Park Police headquarters site. The property, located adjacent to the future Beacon Heights-East Pines Purple Line Station site, will fulfill the community vision for a mixed-income mixed use community as outlined in the East Riverdale Beacon Heights Sector Plan. “The release of the request for proposals to develop this county-owned property is incredibly exciting,” said Council Member Glaros. “Numerous partners, including the University of Maryland National Center for Smart Growth Purple Line Corridor Coalition; Kaiser Permanente’s Greater Riverdale Place-Based Initiative; and the community goals outlined in the East Riverdale Beacon Heights Sector Plan envisioned the opportunity to ensure this property provides housing affordability and retail amenities at this important transit-oriented development location.”

AT-LARGE COUNCIL MEMBER CALVIN S. HAWKINS, II DISCUSSES YOUTH JUSTICE REFORM ON-THE-AIR, AND AT FRIDAY’S SYMPOSIUM AT BOWIE STATE UNIVERSITY

At-Large Council Member Calvin S. Hawkins, II, in partnership with State’s Attorney Aisha Braveboy made local television guest appearances this week to discuss their Youth Justice Reform Symposium, which was held Friday, November 15th at Bowie State University.  Council Member Hawkins participated in “Community invited to weigh in on school-to-prison pipeline in Prince George's,” WUSA TV 9, on November 10th, and “Prince George's County hosts Youth Justice Reform symposium this week,” WJLA TV 7, on November 13th. Council Member Hawkins was also among the speakers addressing Friday’s Youth Justice Reform Symposium, focusing in part, on ways to effectively divert youth from entering or reentering the criminal justice system. ultimately breaking the “school-to-prison pipeline.”


COUNCIL MEMBER DANNIELLE GLAROS AND DENI TAVERAS NAMED “HIP AFFORDABLE HOUSING CHAMPIONS"

District 3 Council Member Dannielle Glaros and District 2 Council Member Deni Taveras were both recognized as “HIP Affordable Housing Champions,” by the Housing Initiative Partnership, Inc. (HIP), during its 30th Anniversary Celebration. HIP is an innovative, green nonprofit housing developer and counseling agency based in Prince George’s County, Maryland and dedicated to revitalizing neighborhoods. The event took place at the College Park Aviation Museum on Thursday, November 14th.

District 1 Council Member Tom Dernoga, At-large Council Member Mel Franklin, and At-Large Council Member Calvin S. Hawkins, II, co-hosted a Community Conversation on November 13th, at the Laurel-Beltsville Senior Activity Center, about the new University of Maryland Laurel Medical Center currently under construction. University of Maryland Medical System representatives presented on the Detailed Site Plan and Future Development Plans for the new Medical Center.   In 2021, the new building will occupy the corner of Van Dusen and Contee Rd.  Until construction is complete, the University of Maryland Laurel Medical Center is providing services at the current hospital site.

Council Chair Todd M. Turner represents the County Council as a member of the bi-county Washington Suburban Transit Commission (WSTC) and participated in Tuesday’s WSTC Annual Prince George’s County Public Forum in Riverdale Park. The meeting included presentations and updates on WMATA Metro and Maryland MARC rail and bus services, and a Purple Line status report. The WSTC began conducting public forums last year in both Prince George’s and Montgomery counties to highlight the role of the WSTC as well as regional, state and local agencies addressing public transportation and transit issues.
