DISTRICT COUNCIL CONVENES MEETINGS TO CONSIDER ZONING CASES
The County Council, sitting as the District Council on land-use matters, met Monday, November 4th and again on Tuesday, November 5th immediately following the County Council session. Citizen participation in Council processes is encouraged. In accordance with ADA requirements, accommodations for hearing impaired, disabled persons, and visually impaired persons can be provided upon reasonable notice to the Clerk of the Council. COMMITTEE OF THE WHOLE RECEIVES BRIEFING FROM VENTURE PHILANTHROPY PARTNERS
The Council’s Committee of the Whole received a briefing on Monday, November 4th from the Council’s Government Operations and Fiscal Policy (GOFP) Committee Director, Howard Stone, and Partner with Venture Philanthropy Partners, Talaekah Brooks. In January 2019, the Council and Venture Philanthropy Partners (VPP) announced the expansion of the Ready for Work Nonprofit Capacity Building Initiative, a six-year $15 million investment by VPP to strengthen the capacity of nonprofits to better serve youth in Prince George’s County, and successfully transition young people to college and career readiness. The Nonprofit Capacity Building initiative launched with a special partnership grant from the County Council in FY2018 as part of Ready for Work. During Monday’s briefing, the Council also heard from a few of the selected nonprofit participants now nearing completion of the 3-year program – End-Time Ministries, the Foundation for the Advancement of Music and Education, Inc. (FAME), First-Generation College Bound, and Joe’s Movement Emporium. WATCH the COW briefing.

COUNTY COUNCIL CONVENES LEGISLATIVE SESSION
 The County Council convened Legislative Session on Tuesday, November 5th. Among the measures adopted was CB-037-2019, which reduces and eliminates certain food truck licensing fees. CB-37-2019 is among a package of bills introduced by Council Members Jolene Ivey (D) – District 5 and Dannielle Glaros (D) – District 3, to support food truck operations in Prince George’s County. Council Member Ivey says these bills also enhance communities. “Historically, it was difficult for legitimate and licensed food trucks to operate easily and profitably in the County, and we are changing that. We want to encourage opportunities for economic growth and aspiring entrepreneurs in Prince George’s County and supporting food trucks is a step forward in that direction.” Interested in vending in a Food Truck Hub? COMMITTEE OF THE WHOLE CONSIDERS LEGISLATION AND APPOINTMENTS; FOCUSES ON SCHOOL CONSTRUCTION FUNDING; BOARD OF EDUCATION CHAIR DR. ALVIN THORNTON PRESENTS TO COUNCIL ON KIRWAN COMMISSION RECOMMENDATIONS
 There were several items on the Council’s Committee of the Whole (COW) meeting agenda on Tuesday, November 5th. COW began with a discussion about CR-095-2019, a Resolution expressing Council support for financing for the Maryland Department of Housing and Community Development's Neighborhood Business Development Program known as the Neighborhood Business Works Program, and a review of the Executive appointment of Dr. Ernest L. Carter, MD, Ph.D., as the Health Officer for Prince George’s County, both unanimously approved by the COW. The committee also considered CR-092-2019, a Resolution approving the terms and conditions of a negotiated Payment in Lieu of Taxes (“PILOT”) Agreement between Prince George’s County, Maryland (“County”) and RPAI Capital Centre II, L.L.C., an affiliate of Retail Properties of America, Inc. (“Developer”) for the Carillon Project.
 COW members then focused on school construction funding. Prince George’s County Public Schools CEO Dr. Monica Goldson addressed the Council opening the COW discussion with PGCPS officials about the proposed Joint Signature Letter to the Interagency Committee on School Construction, endorsing the Prince George’s County Board of Education’s proposed FY-2021-2026 capital budget request and to identify the projects considered most critical. The COW meeting ended with a briefing from Prince George’s County Board of Education Chair, Dr. Alvin Thornton regarding the Commission on Innovation and Excellence in Education, (or the Kirwan Commission) report recommendations for financing school construction in Prince George’s County. COUNCIL’S HEALTH, HUMAN SERVICES AND PUBLIC SAFETY COMMITTEE REVIEWS APPOINTMENTS |
The Council’s Health, Human Services and Public Safety (HHSPS) committee, chaired by At-Large Council Member Calvin S. Hawkins, II, met Wednesday, November 6th to review Executive appointments to the Fire Commission for Prince George’s County; Commission for Children, Youth and Families for Prince George’s County; and the Commission for Individuals with Disabilities for Prince George’s County. HOUSING OPPORTUNITIES FOR ALL WORKGROUP BRIEFS U.S. CONGRESSMAN STENY HOYER ON ITS WORK TO IMPLEMENT COUNTY’S COMPREHENSIVE HOUSING STRATEGY REPORT
Council Chair Todd M. Turner, Council Member Dannielle Glaros, and the members of the Housing Opportunities for All Workgroup, met with Congressman Steny Hoyer (MD-05), on Wednesday, November 6th, to discuss affordable housing options for Prince George’s County residents. Council Member Glaros and Acting Director of the County’s Department of Housing and Community Development, Estella Alexander, co-chair the Housing Opportunities for All Workgroup, established by Council Resolution-16-2019, to set priorities and implement the Comprehensive Housing Strategy Report, entitled "Housing Opportunity for All" for Prince George’s County. Developing an effective housing policy, comprised of strategies that develop housing for all, benefits the healthy, social and economic development of the entire County. PLANNING, HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE RECEIVES BRIEFINGS; CONSIDERS APPOINTMENT AND LEGISLATION |
The Planning, Housing and Economic Development (PHED) committee, chaired by District 3 Council Member Dannielle Glaros, met Thursday, November 7th. Office of Community Relations Director Euniesha Davis, Deputy Director Dereck E. Davis, and Division Manager Daria Bailey, updated the committee on the work of the Commission on Common Ownership Communities for Prince George's County. The committee also reviewed and approved the Executive appointments of Daniel Hall and Linda Hunt to the Commission on Common Ownership Communities, moving the nominations forward for consideration by the full Council. PHED members also received a briefing on the Purple Line Corridor Coalition Housing Action Plan by the Senior Program Director of Enterprise Community Partners, Jessica Sorrell; Deputy Director of the Housing Initiative Partnership, Inc., Stephanie Prange Proestel; and Director of Policy and Neighborhood Development for the Montgomery Housing Partnership, Chris Gillis. In its legislative review, the committee approved CR-082-2019, a Resolution amending the Prince George’s County FY 20 Annual Action Plan for Housing and Community Development by approving the restructuring of Community Development Block Grant Program activities, and CR-083-2019 adding eligible Community Development Block Grant Program activities not originally funded or described in the FY 2020 Annual Action Plan. COUNCIL TAKES HARD-HAT TOUR OF NEW HOSPITAL - UNIVERSITY OF MARYLAND CAPITAL REGION HEALTH IN LARGO
Council Members spent Thursday afternoon on a guided hard-hat tour of the new hospital, University of Maryland Capital Region Health (UMMS), under construction in Largo. Local lawmakers were briefed on the mission and vision of the new hospital by Interim President and CEO, Dr. Joseph L. Wright, MD, MPH, and provided a safety briefing for the tour. Wearing hard hats and other safety gear, Council Members joined Dr. Wright and other hospital executives, as well as the construction team, for a tour that began on the roof where two helipads are located. The tour also included views of the atrium, patient rooms, operating room, labor and delivery, and the emergency room. The new hospital is expected to open on scheduled, in the spring of 2021. COUNCIL ANNOUNCES FY 2020 DOMESTIC VIOLENCE GRANT PROGRAM RECIPIENTS; PROGRAM SEEKS COMMUNITY SOLUTIONS FOR ENDING DOMESTIC VIOLENCE IN THE COUNTY |
The County Council, in an initiative combatting domestic violence and related abuse in the County, has announced recipients of the Council’s FY 2020 Domestic Violence Grant funding. The Council appropriated $500,000 in FY 2020, in a fourth consecutive round of grant funding to support its Domestic Violence Grant Program, a funding resource for programs that serve the housing, counseling, or advocacy needs of County residents who are victims of domestic violence. Grant funds are available to nonprofit organizations through a review and evaluation process for all applicants. Council Chair Todd M. Turner stressed the importance of continued collaboration between government and nonprofits to address domestic violence in Prince George’s County. “Over the last four years the Council has invested $2 million in grant funds to combat domestic violence in Prince George’s County. The Council’s Domestic Violence Grant Fund Program not only helps provide services to those in need across our County, but also builds capacity among nonprofits with the shared goal of ending domestic violence. DISTRICT 8 COUNCIL MEMBER MONIQUE ANDERSON-WALKER HOSTS CAREGIVERS & GRANDPARENTS APPRECIATION BRUNCH RECOGNIZING NOVEMBER AS “CAREGIVERS MONTH”
 District 8 Council Member Monique Anderson-Walker kicked off Caregivers Month with her inaugural Caregivers & Grandparents Appreciation Brunch event, on November 1st at Oxon Hill Manor. Council Member Anderson-Walker encourages Prince Georgians, especially District 8 residents, to hug a Caregiver or Grandparent, call and check in, and provide needed support. “District 8 has many caregivers who are responsible for the health and wellbeing of their loved ones and we want to take this time to show our appreciation for the sacrifices and contributions they have made. Caregivers and grandparents provide a tremendous amount of support to their families and communities, and this is a time for us to focus on them and show our gratitude.” The Caregivers & Grandparents Appreciation Brunch provided a four-hour respite, featuring resources, motivational speaking, live music, dancing, and lunch.

 Council Chair Todd M. Turner hosted a Veterans Breakfast and Listening Session on Saturday, November 2nd, at the American Legion Disney Bell Post 66 in Bowie. Congressman Anthony Brown (MD-04), was the featured speaker and Prince George's County Office of Veterans Affairs Officer, Dr. James Dula, provided County resource information for veterans in the County.
