COUNCIL CONVENES LEGISLATIVE SESSION AND COMMITTEE OF THE WHOLE MEETING TO CONSIDER LEGISLATION; HOLD PUBLIC HEARINGS; APPROVE APPOINTMENTS
The Prince George’s County Council convened Legislative Session on Tuesday, October 15th. Council Members reviewed several zoning measures on this last day for introducing land-use legislation, and approved CR-089-2019, a Resolution recognizing, supporting and celebrating October as National Disability Employment Month. The Council also held public hearings before unanimously approving the Executive appointment of Wanda M. Gibson as Director of the Office of Information Technology for Prince George's County; three Prince Georgians to serve on the Commission for Veterans for Prince George’s County; and following a Committee of the Whole (COW) meeting on Tuesday, the reappointment of the Honorable Dorothy F. Bailey and William M. Doerner, Ph.D. to serve new terms as members on the Maryland-National Capital Park and Planning Commission for Prince George’s County. VIEW appointment photos.

The COW also held a work session on proposed amendments to CB-058-2019 a proposed bill submitted by the County Executive, concerning small wireless facilities in the County. The legislation creates the regulatory framework for the installation of small wireless facilities and lays the groundwork for the future deployment of fifth generation(5G) wireless technology in the County.

DISTRICT COUNCIL CONVENES ON LAND-USE MATTERS
The District Council, meeting on zoning cases, convened immediately following the County Council session on Tuesday, October 15th. The following cases were approved: A-10049, Khan Property, located in District 9; CSP03001-01, Balk Hill Village, located in District 5; and DSP-05036-03, Villages of Savannah, located in District 9.

COUNCIL’S HEALTH, HUMAN SERVICES AND PUBLIC SAFETY COMMITTEE REVIEWS LEGISLATION; CONSIDERS APPOINTMENT NOMINATIONS
 Commission on Fathers, Men and Boys for Prince George’s County speaks to Council during HHSPS Committee meeting.
The Council’s Health, Human Services and Public Safety (HHSPS) committee, chaired by At-Large Council Member Calvin S. Hawkins, II, met Wednesday, October 16th to consider a full legislative agenda. HHSPS committee members unanimously voted an amended version of CB-062-2019 proposed legislation concerning Community Inclusiveness (formerly entitled Equality in Policing), that would codify the County’s administrative policy so local law enforcement does not honor Immigration and Customs Enforcement (ICE) detainers in non-criminal interactions. The committee also moved forward Executive appointments to the Board of Social Services for Prince George’s County; the Citizen Complaint Oversight Panel for Prince George’s County; and the Commission on Fathers, Men and Boys for Prince George’s County.

COUNCIL’S PLANNING, HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE CONSIDERS APPOINTMENTS; PROPOSED HOUSING LEGISLATION
The Council’s Planning, Housing and Economic Development (PHED) committee, chaired by Council Member Dannielle Glaros, met Thursday, October 17th, to review Executive appointments to the Housing Authority Board of Commissioners and the Board of Master Electricians and Electrical Contractors.

The PHED committee also reviewed four proposed housing measures – CB-47-2019, amending and adopting certain provisions of the International Building Code; CB-038-2019 , establishing Prince George’s County’s Policy of ensuring equal opportunity and eliminating discrimination in all housing accommodations; CB-056-2019, requiring the use of a standard form lease and applicable optional provisions for certain residential rental properties, the publication of certain information related to rental housing, and a review by the Department of Permitting, Inspections, and Enforcement (DPIE) of certain rent increases; providing for certain remedies to be awarded by the Nuisance Abatement Board; creating a special fund to support DPIE’s increased responsibilities; and providing certain rights to tenants facing rent increases; and CB-064-2019, dedicating a certain percentage of the Housing Investment Trust Fund to certain homeowners in Prince George’s County of a certain amount each year. COUNCIL CHAIR TODD M. TURNER ISSUES STATEMENT ON PASSING OF THE HONORABLE ELIJAH CUMMINGS
 The Prince George’s County Council is deeply saddened by the news that U.S. Congressman Elijah Cummings has passed away. His wife, Maya Rockeymoore Cummings and their entire family are foremost in our thoughts and prayers, as they embrace this personal and heartbreaking loss.

HOUSING OPPORTUNITIES FOR ALL WORKGROUP CONVENES
 The Prince George’s County Housing Opportunities for All Work Group, established by Council Resolution CR-16-2019, convened on Friday, October 18th. Topics of discussion included inclusionary housing and right-of-first-refusal. The Housing Opportunities for All Work Group is charged with assisting the County in setting priorities and implementing the Comprehensive Housing Strategy report for Prince George’s County. The Work Group will also make recommendations on any proposed legislation or amendments under consideration by the County to existing housing policies and legislation.
COUNCIL MEMBER SYDNEY HARRISON ATTENDS SWEARING-IN OF COUNCIL’S REAPPOINTED SCHOOL BOARD MEMBER, CURTIS VALENTINE
 District 9 Council Member Sydney Harrison, Chair of the Council’s Education and Workforce Development (EWD) committee, was present for the swearing-in of the County Council’s appointee to the Board of Education, Curtis Valentine, M.P.P. Mr. Valentine was sworn-in to serve a second term on the School Board by Clerk of the Circuit Court, Mahasin El Amin on Thursday, October 17th. First appointed to the Board of Education by the Council in 2013, Curtis Valentine will continue to serve as an At-Large member and represents parents with a child or children currently enrolled in Prince George’s County Public Schools.

COUNCIL MEMBERS CO-HOST HISTORIC GLENN DALE HOSPITAL SITE PUBLIC MEETING
 The Historic Glenn Dale Hospital District is a 207-acre property with 25 structures and woodlands located in Glenn Dale. Council Chair Todd M. Turner, District 3 Council Member Dannielle Glaros and District 5 Council Member Jolene Ivey co-hosted a Historic Glenn Dale Hospital Site Public Meeting sponsored by the Maryland-National Capital Park and Planning Commission on Thursday, October 17th to hear residents’ thoughts on potential redevelopment strategies for the 60-acre core of the historic Glenn Dale Hospital site.

 The Prince George’s Chamber of Commerce hosted its annual Excellence in Business Awards Gala at National Harbor on October 4th to honor the County’s leading individuals and businesses for demonstrating measurable growth, community involvement, support & leadership. This year the Chamber paid tribute to Prince George’s County Council Chair Todd M. Turner, who was recognized among the 2019 Gala Awardees. Founded in 1924, the Prince George's Chamber of Commerce is a non-profit alliance of over 500 businesses, representing over 300,000 employees, making it one of the largest chambers in the state of Maryland and the Washington Metropolitan region.
