COUNTY COUNCIL CONVENES LEGISLATIVE SESSION; RECEIVES METROPOLITAN WASHINGTON COUNCIL OF GOVERNMENTS BRIEFING ON “THE FUTURE OF HOUSING IN GREATER WASHINGTON
 The Prince George’s County Council convened in legislative session on Tuesday, October 1st to consider legislative matters, and to receive a briefing from Metropolitan Washington Council of Governments (COG) Executive Director Chuck Bean, and COG Community Planning and Services Director Paul DesJardin on the “Future of Housing in Greater Washington,” including goals for the region and potential needs in Prince George’s County. COMMITTEE OF THE WHOLE RECEIVES BRIEFING ON PROPOSED SMALL WIRELESS FACILITIES LEGISLATION
The Council’s Committee of the Whole met on Tuesday, October 1st, to receive a briefing from the Prince George’s County Deputy Chief Administrative Officer for Government Operations Tara H. Jackson, on two proposed bills submitted by County Executive Angela D. Alsobrooks, concerning small wireless facilities in the County, CB-58-2019, and CB-59-2019.

CB-58-2019 creates the regulatory framework for the installation of small wireless facilities, equipment used to provide wireless broadband service along with the more traditional “microcell” towers currently present throughout the County. The technology also lays the groundwork for the future deployment of fifth generation(5G) wireless technology. CB-59-2019 is a companion bill that would amend the County’s Zoning Ordinance to regulate the installation of such facilities on private property. The COW will continue its review of these bills during the committee meeting scheduled for Tuesday, October 8th at 2:30 p.m.

COUNCIL’S HEALTH, HUMAN SERVICES AND PUBLIC SAFETY COMMITTEE CONSIDERS LEGISLATION AND APPOINTMENTS TO THE VETERANS COMMISSION
The Council’s Health, Human Services and Public Safety (HHSPS) committee, chaired by At-Large Council Member Calvin S. Hawkins, III, met Wednesday to consider legislation and Executive appointments to the Commission for Veterans for Prince George's County.

HHSPS heard testimony from the County’s Police Department, local NAACP and CASA leaders, and several residents, on CB-62-2019, proposed legislation concerning Equality in Policing, that would codify the County’s administrative policy so local law enforcement does not honor ICE detainers in non-criminal interactions. This measure was held in committee. HHSPS members voted favorably to approve CB-44-2019, addressing the issue of pool safety in the County Code, and voted to move three Executive appointments to the Commission for Veterans for Prince George’s County, forward for consideration by the full Council.

COUNCIL’S EDUCATION AND WORKFORCE DEVELOPMENT COMMITTEE RECEIVES BRIEFING FROM PGCPS LEADERSHIP TEAM
The Council’s Education and Workforce Development (EWD) committee, chaired by Council Member Sydney Harrison, met Wednesday afternoon, October 2nd.

 Committee members received a Capital Improvement Programs briefing from Prince George's County Public Schools CEO, Dr. Monica Goldson and members of her executive team - Director of Capital Programs, Shawn Matlock; Chief of Staff Christian Rhodes; and Chief Operating Officer, Barry Stanton. The EWD committee meeting concluded with a discussion on the Alternative Construction Financing (ACF) P3 Program in Prince George’s County and committee support of the ACF/P3 Program.

COUNCIL’S PLANNING, HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE CONSIDERS LEGISLATION
Thursday, October 3rd was a busy day for the Council’s Planning, Housing and Economic Development (PHED) committee, chaired by Council Member Dannielle Glaros. The PHED committee met for four hours Thursday, to review a host of proposed legislation ranging in subject matter from zoning to housing, building codes, and property standards.

The PHED committee heard testimony from County residents and other stakeholders on seven of the nine proposed legislative measures under consideration.

COUNCIL VICE-CHAIR RODNEY C. STREETER OFFERS CONGRATULATORY REMARKS DURING NEW POLICE STATION RIBBON-CUTTING
 Council Vice-Chair Rodney C. Streeter joined the County’s public safety officials and honored platform guests, to celebrate Thursday’s Grand Opening and Ribbon-Cutting for the new District VIII police station in Prince George’s County. Vice-Chair Streeter noted that the Council and community looked forward to a continued downward trend in crime in the County, and the community-oriented policing District VIII Station Commander, Major Kirk McLean and his public safety team will provide to the residents of Suitland, Forestville, Westphalia, Capitol Heights, District Heights, and Coral Hills. “Public safety is a priority for the County Council. We are Prince George’s Proud to welcome this new facility to the County, and greatly anticipate the service District VIII public safety officials will provide to our communities.”

DISTRICT ONE COUNCIL MEMBER TOM DERNOGA HOLDS COMMUNITY CONVERSATION ABOUT POSSIBLE RELOCATION OF U.S. BUREAU OF ENGRAVING AND PRINTING TO BELTSVILLE
 District One residents filled the Vansville Community Center meeting room for a “Community Conversation” hosted by Council Member Tom Dernoga on Tuesday, October 1st, to discuss the potential relocation of the U.S. Bureau of Engraving and Printing, to the Beltsville Agricultural Research Center, and possible impacts on District 1 communities. Representatives from the Bureau of Engraving and Printing, the U.S. Army Corps of Engineers, and the Beltsville Agricultural Center provided presentations. Representatives from the offices of Senator Ben Cardin, Senator Chris Van Hollen, Congress Member Steny Hoyer, Congress Member Anthony Brown, At-Large Council Member Calvin S.  COUNTYWIDE SECTIONAL MAP AMENDMENT UNDERWAY; DETAILS IN THE MAIL
Beginning this week, every property owner and mailing address in Prince George’s County is receiving a newsletter about the the Countywide Sectional Map Amendment (CMA) initiation. The newsletter highlights that this is a “non-substantive rezoning process,” and is being prepared to implement the zones in the new Zoning Ordinance; summarizes the CMA; features frequently asked questions; and provides information about how residents can get involved, including details on Regional Education sessions scheduled in November. The mailer also addresses concerns regarding rezoning property, what it means for residents and property owners, what changes you can expect to see, and provides important information about the County’s new Zoning Ordinance. COUNTY’S SHORT-TERM RENTALS PROGRAM, APPROVED BY THE COUNCIL, NOW IN EFFECT; APPLY ONLINE FOR SHORT-TERM RENTAL LICENSES
Council adoption of companion bills, CB-10-2018 and CB-11-2018 last year, established a Short-Term Rentals Program in Prince George’s County. The legislation took effect on October 1, 2019, and the County’s Department of Permitting, Inspections and Enforcement (DPIE), which administers the program, is now accepting online applications for Short-Term Rental licenses. COUNTY COUNCIL’s 2019 DOMESTIC VIOLENCE GRANT PROGRAM
Among the many observations during the month of October is National Domestic Violence Awareness Month. On the evening of Tuesday, October 1st, Council Members participated in the 2019 “Purple Light Nights®” Lighting Ceremony hosted by the Office of the Sheriff. The event demonstrates the County’s unified voice against domestic violence. The Prince George’s County Council, committed to ending domestic violence and abuse in the County, appropriated $500,000 in the FY 2020 Budget, in a fourth round of funding to support the Council’s Domestic Violence Grant Program. The grants will be awarded later this month. The program, a funding resource for programs that serve the housing, counseling, or advocacy needs of County residents who are victims of domestic violence, also supports prevention activities through a coordinated and collaborative community response.
