COUNTY COUNCIL PRESENTS PROCLAMATIONS DURING TUESDAY’S LEGISLATIVE SESSION

A Council Proclamation is an official declaration recognizing individuals, businesses, organizations or events in Prince George’s County, Maryland. On Tuesday, July 16th, the County Council presented two proclamations. At-Large Council Member Calvin S. Hawkins, II and Council Chair Todd M. Turner recognized Darin Atwater with a proclamation for “Exemplary Accomplishments.” The Reverend Ray Raysor received a proclamation in recognition of “American Disabilities Act Awareness Month”, also presented by At-Large Council Member Hawkins and Chair Turner. COUNCIL CONVENES LEGISLATIVE SESSION TO CONSIDER LEGISLATION; APPROVES EXECUTIVE APPOINTMENT EXTENSIONS
 The Prince George’s County Council convened in Legislative Session on Tuesday, July 16th. Council Members introduced proposed legislation, referring the measures to the appropriate committee for consideration. CR-064-2019, a Resolution Concerning the 2018 Water and Sewer Plan, was referred to the Council’s Transportation, Infrastructure, Energy and Environment (TIEE) for review. This legislation will require a public hearing. The Council also approved resolutions, following a Committee of the Whole work session, extending the Executive appointments of Major Riddick, Jr. as Acting Chief Administrative Officer; Dr. Ernest Carter as Acting Health Officer for Prince George’s County; Estella Alexander as Acting Director of the Prince George’s County Department of Housing and Community Development, for an additional four months. COMMITTEE OF THE WHOLE MOVES COUNTYWIDE SECTIONAL MAP AMENDMENT FORWARD
The Council’s Committee of the Whole (COW) also met on Tuesday as Council Members considered and approved CB-11-2019 and CR-26,2019, legislation concerning the Countywide Sectional Map Amendment (CMA) process to allow an additional public comment period. The COW also considered and approved CR-27-2019, a resolution concerning the preparation of a Countywide Sectional Map Amendment and approval of Goals, Concepts and Guidelines; and the Public Participation program. The Countywide Sectional Map Amendment is required to implement the Zoning and Subdivision Ordinances passed by the Council in 2018 following four years of review. COUNCIL’S EDUCATION AND WORKFORCE DEVELOPMENT COMMITTEE APPROVES BOARD OF EDUCATION FY 2019 TRANSFER REQUEST AND FY 2020 BUDGET RECONCILIATION
 The Council’s Education and Workforce Development (EWD) Committee, chaired by Council Member Sydney Harrison, met Wednesday, July 17th to review the transfer and budget reconciliation requests from the Prince George’s County Board of Education. Prince George’s County Public Schools (PGCPS) Chief of Staff Christian Rhodes, Chief Financial Officer Michael Herbstman and Board of Education Member Curtis Valentine presented to the Committee. EWD Committee Members unanimously approved the requests, including PGCPS CEO Dr. Monica Goldson’s FY 2019 Transfer Request and the Reconciliation for the FY 2020 Board of Education Budget. COUNCIL’S PLANNING, HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE TO REVIEW LEGISLATION; RECEIVES BRIEFING ON FAIR HOUSING AND OPPORTUNITY ZONES

The Council’s Planning, Housing and Economic Development (PHED) committee met on Thursday, July 18th to review proposed legislation focusing on housing, urban farming, cannabis testing laboratories, and additional regulations for electronic fences in the Industrial Zones. PHED members also heard a briefings from the Department of Housing & Community Development and Prince George’s County Economic Development Corporation on an important federal tool for states and counties – Opportunity Zones. COUNCIL’S HEALTH, HUMAN SERVICES AND PUBLIC SAFETY COMMITTEE MEETS TO REVIEW LEGISLATION; RECEIVES BRIEFING ON AUTISM
 The Council's Health, Human Services and Public Safety (HHSPS) Committee, chaired by Council Member Calvin S. Hawkins II, met on Thursday, July 18th, to review CB-15-2019, legislation concerning labor trafficking and victim protection; CB-16-2019, legislation prohibiting human and labor trafficking in Prince George’s County; CR-49-2019, legislation establishing the Prince George’s County Re-Entry Advisory Board; and CR-50-2019, legislation supporting the establishment of a County Cultural Plan and Cultural Plan Steering Committee. HHSPS members also received a briefing on the Autism FYI organization from COO, Joyce Benjamin, RN, PS-C Emeritus. WATCH the HHSPS meeting.

The National Weather Service has issued an Excessive Heat Warning for our area. Cooling Centers in Prince George’s County are activated during the summer months for residents at risk of heat-related illnesses, when temperatures reach 90 degrees or higher. COUNCIL CHAIR AMONG HONOREES AT FAME’S 15TH ANNIVERSARY CELEBRATION
 Council Chair Todd M. Turner was among the honored guests and award recipients at the Foundation for the Advancement of Musical Education’s (FAME) 15th Anniversary and Awards Celebration on Saturday, July 13th, held on the campus of the University of Maryland College Park. Chair Turner received FAME’s Government Leadership Award. Award recipients also included business and community leaders, as well as educators, who were recognized for their strong support of arts and youth in Prince George’s County.
COUNCIL MEMBERS ATTEND NATIONAL ASSOCIATION OF COUNTY’S ANNUAL CONVENTION
 Council Vice-Chair and District 7 Council Member Rodney Streeter, Council Member At-Large Calvin S. Hawkins, II, and District 9 Council Member Sydney Harrison were among the more than 3,000 county elected and appointed government officials from across the country attending the 2019 NACo Annual Conference & Exposition in Las Vegas, Nevada. The national leaders convened to adopt positions on pressing federal policies affecting counties and exchange innovative solutions to challenges facing American communities.
COUNCIL MEMBER AT-LARGE MEL FRANKLIN HOLDS ADVISORY NEIGHBORHOOD COMMUNITY MEETINGS FOCUSING ON RETAIL AND ECONOMIC DEVELOPMENT IN PRINCE GEORGE’S COUNTY
 At-Large Council Member Mel Franklin held a two-part Advisory Neighborhood Community (ANC) Meeting, “Let’s Talk About Retail and Economic Development in Prince George’s County,” on July 15th in District Heights and July 17th in Glenarden. Approximately 140 County residents participated in the two-part discussion on “raising the bar” for retail and economic development in Prince George’s County through reinvestments in the economy of established communities and implementation of the 2015 Prince George’s County Retail Study and Action Plan. The ANC Initiative is a countywide community engagement and volunteer service initiative of At-Large Council Member Mel Franklin designed to empower residents with information and encourage community advocacy.
