The Prince George’s County Council extends its sincere condolences to the family and loved ones of the Honorable Michael E. Busch, Maryland’s Speaker of the House of Delegates, upon his unexpected passing. This is a sad time in our state of Maryland. We also offer our thoughts and prayers to the entire Maryland Legislature, especially to the members of the House of Delegates, who are mourning the loss of the longest-serving Speaker in the state’s history. 2019 MARYLAND GENERAL ASSEMBLY ADJOURNS; COUNTY’S LEGISLATIVE AGENDA SUCCESSFUL
The Maryland General Assembly began its 2019 Session with a somber revelation from Senate President Miller that he was battling cancer. It then ended with the tragic loss of Speaker of the House Busch who passed away the day before Sine Die, the day the state legislature adjourns its regular session. During the 90-Day General Assembly Session, lawmakers representing every jurisdiction in the state worked long days to balance the budget, fund initiatives, and pass laws to benefit the safety and wellbeing of residents and visitors. The County Council’s General Assembly Committee was there every step of the way, meeting weekly to review bills with potential policy or fiscal impacts on the County, and following up with our legislative leaders in Annapolis to help ensure adequate state assistance to fund vital local programs and services. When the General Assembly adjourned, Prince George’s County was provided $1.5 billion in State Aid for Fiscal Year 2020, an increase of $92.5 million over Fiscal Year 2019. Council Chair Todd M. Turner, Council Vice-Chair Rodney C. Streeter, Council Member At-Large Calvin S. Hawkins, II, Council Member At-Large Mel Franklin, and District 3 Council Member Dannielle M. Glaros joined with County Executive Angela Alsobrooks and Prince George’s County Senate and House Delegation leadership and members for a press conference on Friday, April 12 to highlight the successful legislative agenda.
COUNCIL HOSTS ‘MEET AND GREET’ WITH UNIVERSITY OF MARYLAND INCENTIVE AWARDS PROGRAM DIRECTOR, PARTICIPANTS AND ALUMNI
 The County Council hosted a “Meet and Greet” on Tuesday, April 9th, with University of Maryland Incentive Awards Program Director Jackie Lee, 2016 Alumnus Joshua Trowell, 2008 Alumnus Darian Senn-Carter and current program participants, including Celia Barrientos. The program is designed for exceptional students who demonstrate academic ability, uncommon persistence and maturity despite difficult circumstances. Through full scholarships and wraparound services, Baltimore City and Prince George's County high school students with significant financial need can attend the University of Maryland. Students and alumni shared their experiences in the program and thanked the Council for helping to fund their dreams for a college education. Program Director Jackie Lee added, “We just wanted to come here today and thank you, so you are able to see what your grants can do and have done in the lives of our students.” University of Maryland Director of Admissions Shannon Gundy also participated in the meeting, sharing information about current efforts to attract Prince George’s County and minority students. COMMITTEE OF THE WHOLE DISCUSSES COUNTY’S TRANSIT VISION PLAN AND COUNTY BUS SERVICE
The Committee of the Whole (COW) met Tuesday morning to continue discussions about the County’s new Transit Vision Plan, with a focus on bus services. Department of Public Works & Transportation Director Terry Bellamy; Department of Public Works & Transportation Deputy Director Gwen Clerkley; Department of Public Works & Transportation, Acting Chief, Transit Services, Geralyn Bruce; and Department of Public Works & Transportation Planner, Anthony Foster briefed the Council. CR-25-2019, a resolution concerning approval for a multi-year contract for bus services in Prince George’s County was moved forward by the COW without recommendation. The County Charter requires that such contracts be approved by resolution of the County Council upon notice and public hearing. The public hearing date has been scheduled for April 30, 2019 at 11:30 a.m., County Administration Building, Council Hearing Room, in Upper Marlboro.  COUNTY COUNCIL CONVENES LEGISLATIVE SESSION; HOLDS WSSC PUBLIC HEARING
The County Council, during session on Tuesday, April 9, held a public hearing for the Washington Suburban Sanitary Commission (WSSC) Proposed Fiscal Year 2019-2020 Operating and Capital Budgets, and the Capital Improvement Program for water and sewerage as part of the Council’s budget review process. The Council will hold several public meetings and hearings regarding the budget before it is adopted. Citizens and residents are strongly encouraged to participate. COUNCIL CHAIR TODD M. TURNER AND COUNTY EXECUTIVE ANGELA ALSOBROOKS OFFER CONDOLENCES UPON THE LOSS OF MARINE STAFF SGT. CHRISTOPHER SLUTMAN, LIFELONG MEMBER OF THE KENTLAND VOLUNTEER FIRE DEPARTMENT
Prince George’s County mourns the loss of Marine Staff Sergeant Christopher A. Slutman, who also served as a first responder, and a lifetime member of the Kentland Volunteer Fire Department in Landover. On behalf of the residents of Prince George’s County, we extend our deepest condolences to the family and loved ones of Staff Sgt. Slutman, who was mortally wounded by a roadside bomb in Afghanistan on Monday, April 8th. Staff Sgt. Slutman gave his life to keep us safe, and while service was his calling, the loss is immense. The Council’s Transportation, Infrastructure, Energy and Environment (TIEE) committee met Thursday April 11th to review and make recommendations to the full Council on the FY 2020 Operating Budget and the FY 2020-2025 Capital Improvement Program Budget for the Washington Suburban Sanitary Commission (WSSC). COUNTY RESIDENTS AND STAKEHOLDERS ATTEND INFORMATIONAL SESSION TO LEARN MORE ABOUT COUNTY’S NEW ZONING LAWS
Room 2027 on the second floor of the County Administration Building was filled with County residents and other stakeholders for an Informational Session “Understanding the New Zoning Laws,” on Tuesday April 9th. Participants asked questions, interacted with staff, and viewed charts and information detailing key changes in new Prince George’s County Zoning Ordinance adopted in October 2018.
