The Prince George’s County Council, sitting as the District Council on zoning matters, met on Monday, March 25, 2019, and again on Tuesday, March 26th. Among the land use matters before the District Council on March 25th was a Case for Oral Argument in District 9. Only persons of record can testify during an Oral Argument hearing and testimony provided must be based upon the record; no new evidence is permitted. COUNCIL RECEIVES MDOT BRIEFING ON GOVERNOR’S PLAN TO WIDEN I-495/I-270 TO ADD TOLL LANES
The Council received a briefing on Monday, March 25th, on the Managed Lane Study from the Maryland Department of Transportation (MDOT), and the Maryland State Highway Administration. Maryland Secretary of Transportation, Peter Rahn, and the Administrator of the Maryland State Highway Administration, Gregory Slater, discussed potential solutions, including the implementation of tolls, to address mounting traffic congestion on major interstates in our area, I-495 and I-270. GENERAL ASSEMBLY COMMITTEE REVIEWS PROPOSED STATE LEGISLATION; “BUILD TO LEARN ACT” ON DISCUSSION AGENDA
The Council’s General Assembly Committee, chaired by Council Vice-Chair Rodney C. Streeter, met Tuesday, March 26th, to review positions on selected proposed state legislation with potential impact on Prince George’s County. The Build to Learn Act – HB0727, was included among the March 26th meeting agenda items. COUNTY COUNCIL CONVENES SESSION; APPROVES LEGISLATION AND FOUR EXECUTIVE APPOINTMENTS
During Tuesday’s Council Session, the County Council approved CB-001-2019, amending the Zoning Ordinance to allow a municipal legislative body to enact local ordinances authorizing the erection of fences that exceed height limitations otherwise prescribed by law, provided that such municipal ordinances are approved by the District Council in accordance with State and County law. CR-013-2019, a Resolution expressing the Council’s strong opposition to the federally-proposed rollback of federal protections under the Clean Water Act was also approved. The Resolution will be forwarded to Federal, State and local leaders for consideration in their deliberations regarding this important issue.
In addition to reviewing and adopting legislation during Tuesday’s Council Session, Council Members approved the following Executive appointments: Director of the Office of Community Relations, Euneisha Davis; Director of the Office of Finance, Stephen J. McGibbon; Director of the Office of Central Services, Jonathan R. Butler; Director of the Office of Human Resources Management, Shawn Y. Stokes. WATCH Tuesday’s Council Session.
COUNCIL RECEIVES A BRIEFING FROM VENTURE PHILANTHROPY PARTNERS UPDATING INITIATIVES TO STRENGTHEN CAPACITY OF COUNTY’S NONPROFITS
VENTURE PHILANTHROPY PARTNERS (VPP) President and CEO, Carol Thompson Cole, accompanied by VPP partner, Telaekah Brooks, briefed the Council during Tuesday’s session on its work with the Council to assist more local nonprofits in the County increase their ability to become more high-performing organizations; strengthen grant writing; further enhance select organizational and programmatic capacities; and strengthen the boards of the participating organizations. PLANNING, HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE HOLDS BUDGET WORK SESSION
The Council’s Planning, Housing and Economic Development (PHED) committee, chaired by Council Member Dannielle Glaros, met for several hours on Wednesday, March 27th in a budget review work session. The day began Wednesday morning with a review of the proposed FY 20 spending plan for the People’s Zoning Counsel and extended into late afternoon with a review of the proposed FY 20 Maryland-National Capital Park and Planning Operating Budget, which includes Central Administrative Services, the Planning Department, and Parks and Recreation. TRANSPORTATION, INFRASTRUCTURE, ENERGY AND ENVIRONMENT COMMITTEE REVIEWS APPOINTMENTS; HOLDS WSSC BUDGET WORK SESSION
The Council’s Transportation, Infrastructure, Energy and Environment (TIEE) committee, chaired by Council Member Deni Taveras, met Thursday, March 28th to consider appointments to the Washington Suburban Transit (WSTC). TIEE members recommended the appointment of Thomas Graham and Council Chair Todd Turner to the WSTC. The committee also received the WSSC Budget Presentation from WSSC General Manager Carla Reid and staff, on the Washington Suburban Sanitary Commission’s (WSSC) FY 2020 Proposed Budget and FY 2020-2025 Capital Improvements Program. DISTRICT 6 COUNCIL MEMBER DERRICK LEON DAVIS HOSTS PRESIDENTS’ ADVISORY COMMITTEE MEETING IN LARGO
District 6 Council Member Derrick Leon Davis hosted his Presidents' Advisory Committee Meeting on March 21st, at the Inglewood Business Center in Largo. From Council updates and development projects to Quality of Life issues, this quarterly meeting is designed to engage District 6’s HOA and Civic Association leaders in discussions surrounding issues directly affecting their communities and equip them with information to effect change. The District 6 team welcomed Euneisha Davis, newly-appointed Director of the Prince George’s County Office of Community Relations, to provide an overview of its vision on customer service, citizen engagement and the County’s 3-1-1 Citizen Communications Portal.
DISTRICT 9 COUNCIL MEMBER SYDNEY HARRISON HOLDS FIRST TOWN HALL MEETING IN CLINTON
Hundreds of District 9 residents attended Council Member Sydney Harrison’s first Town Hall meeting, “Bridging the Gap Together,” on Wednesday, March 27th, at the Tree of Life Christian Ministries in Clinton. Council Member Harrison presented his vision and action plans for District 9 communities and discussed education and workforce development. At-Large Council Member Mel Franklin, District 8 Council Member Monique Anderson-Walker, and Clerk of the Court Mahasin El Amin were among County officials and stakeholders who also attended. Council Member Harrison thanked the many representatives from County departments and agencies, his colleagues and other elected officials, community partners, and District 9 residents for participating.
