Prince George’s County’s Consolidated Plan for 2026-2030
The Consolidated Plan for FY 2026-2030 is Prince George’s County’s strategic plan for leveraging federal annual allocations of Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG), and HOME Investment Partnerships Program (HOME) entitlement fund resources to develop viable communities of choice. This plan is updated and published every 5 years.
Since the last consolidated plan was published, the County has continued to implement Housing Opportunity for All, a comprehensive 10-year strategy to guide housing investments in Prince George’s County. In addition to the market and needs assessments, this five-year strategic plan and annual action plan are informed by the Housing Opportunity for All actions.
The objective of the plan is to identify priority needs by assessing critical issues affecting housing affordability, quality, homelessness, special needs populations, and non-housing community development. Priority needs are used to set goals for the next five years to leverage federal entitlement funds to address the needs identified in the needs assessment and through the engagement process.

On Thursday, April 3rd, the Department of Housing and Community Development (DHCD) briefed the County Council’s Planning, Housing and Economic Development (PHED) Subcommittee with an overview of the agency’s work programs as well as completed, current, and future project updates for Fiscal Year 2025. The DHCD team provided a comprehensive PowerPoint presentation that highlighted the agency’s organizational chart, new construction affordable housing projects, Right of First Refusal (ROFR) preservation activities, new initiatives and partnerships, home ownership opportunities, community development block grants, the Emergency Rental Assistance Program (ERAP), and the Consolidated Plan/Analysis of Impediments for Fair Housing (AI).

Grand Opening for Sovren West Hyattsville Affordable Housing on Metro’s Green Line
On Thursday, April 3rd, the Sovern West Hyattsville celebrated its grand opening of the newest apartment community to include affordable housing community. Located steps from the West Hyattsville Metro stop on the Green Line, this new construction apartment community has studios, one, two and three-bedroom units tailored to fit most lifestyles. The Sovren includes both market rate and affordable units.
Prince George’s County worked with the developer, Gilbane Development Company, to assist in making some of the units affordable. The Department of Housing and Community Development (DHCD) provided $200,000 in Housing Investment Trust Funds and a PILOT to help make 147 units of the 293 total units affordable. The developer also secured approximately $16M from Amazon’s Housing Equity Fund to finance a portion of the project costs. The coupling of public funding with low-cost private capital investments in the Sovren apartments ensure that 50% of the units will be income restricted. These units will be leased to persons or families whose incomes, at the time of initial lease up, do not exceed 80% of the Area Median Income (AMI). This restriction will remain in effect for 99 years and is evidenced by recorded covenants on the property.
“As Prince George’s County grows, we want to ensure all residents have an opportunity to enjoy the benefits of a thriving economy,” said Aspasia Xypolia, Director of DHCD. “Public-Private Partnerships help us create workforce housing in Transit-Oriented Development areas where residents may otherwise be priced out of the market.”

The Prince George’s County Departments of Housing and Community Development (DHCD) and Permitting, Inspections and Enforcement (DPIE) are drafting and adopting policies and regulations to implement the new Permanent Rent Stabilization Act as we move through calendar year 2025 and into 2026.
To that end, DHCD and DPIE have posted the second draft of policy for public comment with regards to the Rental Housing Fee Limits provisions of the PRSA. This document is posted to the website listed below, and will be available for public comment through Friday, May 23, 2025.
