An Update From County Executive Alsobrooks

Dear Prince Georgians:

Yesterday, we kicked off Second Chance Month with our Returning Citizens Affairs Division (RCAD), Employ Prince George’s (EPG), and Luminis Health. Second Chance Month is recognized during the month of April to bring awareness re-entry and the need to provide meaningful opportunities that support those who are re-entering our communities following incarceration.

This event was an opportunity for us to celebrate the progress we have made in supporting our County’s returning citizens. From the very beginning, in 2019, County Government leaders, agency personnel, and community leaders came together to develop our Proud Priorities and Promises Portfolio. These priorities represent our commitment to building and maintaining a 21st century County Government infrastructure that improves the quality of life for Prince Georgians.

One of our Proud Priorities has been to take care of our returning citizens. This is a priority because our returning citizens are just that – our neighbors returning into our society. In a land of second chances, our County has embraced our own chance to provide new opportunities and pathways to re-entry. Our goal is not only to reduce recidivism, but also to set returning citizens on the road to a positive future. Their success is our collective success, and we all can play a part.

That is why we announced a few new initiatives designed to help set our returning citizens on the path to success. The first is our Re-entry Employment Incentive Program, an innovative show of teamwork between partners throughout the County and State. Overseen by our RCAD and administered through EPG, this program will qualify eligible businesses for an annual reimbursement of up to $5,000 for every returning citizen they employed during the previous year.

The second initiative is through Grants and Contracts awarded by RCAD. In fact, RCAD has now issued a Request for Proposals for the Returning Citizens Grant, created for organizations who provide transitional housing support to returning citizens. Multiple awards will be made to transitional housing providers and up to $100,000 is available through the program. The deadline for applications is this Friday, April 5, at 4:00 PM. In addition, RCAD has also issued $100,000 in funds to organizations providing support to returning citizens participating in substance abuse and mental health disorder treatment.

We also have our Pathways to Government (PTG) program, a partnership between RCAD and our Office of Human Resources Management (OHRM) to provide re-entry opportunities through employment by County Government agencies. PTG’s success is already growing. After hiring two returning citizens in FY 2023, PTG has facilitated the hiring of 9 returning citizens so far in FY 2024.

Prince George's County is one of the only counties in the state to establish a division dedicated to returning citizens. RCAD has already had an incredible impact on our community. It has secured corporate and nonprofit partners and works to engage local faith-based ministries. RCAD published the Re-entry Playbook, establishing the County’s Re-entry Advisory Council, and hosted the inaugural County Re-entry Summit. To date, the RCAD has placed 93 returned citizens in jobs or training programs, and distributed $100,000 in grants with another $300,000 pending. We want to thank RCAD Director Michael Williams for the great work he and his team are doing.

And we are working on so much more. We want our business community to pay attention to the example set by Luminis Health. The regional healthcare provider has hired 20 returning citizens through its reentry employment program. I've called on all local businesses to create similar programs. It's about much more than extending a helping hand. Creating more economic opportunities for our returning citizens only expands the strong economic growth that makes Prince George’s County the economic engine of Maryland. This makes our economy stronger. It makes our community stronger.

Our business community has the power to help build a strong Prince George's County and help increase the pathways to success that our returning citizens need. So, please spread the word. Encourage your employer to get involved, if they are not already. Throughout all of Second Chance Month, the County will be hosting events to raise awareness of re-entry programs and what they mean for you and our County’s future.

Three wristband tiers are available:

  • $5 Wristband: Limited access to train, carousel, mini-golf, hayrides, and main stage entertainment

On Saturday, March 16, the 9th Annual Momentum Men and Boys Conference, "Men Empowering Lives, Embracing Values and Discovering Self Worth," was held at Martin’s Crosswinds in Greenbelt. The event was sponsored by the Department of Family Services, in partnership with the Prince George’s County Office of the Sheriff, and featured keynote speaker Sadiq Ali, Vice President of Alliance Community at America’s Promise Alliance. The conference featured breakout sessions that included topics such as De-escalation Strategies, Strategies for Transformative Thinking, Planting Purposeful Seeds, and a youth-led panel discussion.

Resource tables and door prizes were also available. The event was targeted for middle school aged youth and older, and youth attendees were also eligible for community services hours. “In the Spirit of Community” Awards Recognition and Stakeholder Reception

The Office of Community Relations (OCR) and the Commission on Common Ownership Communities (CCOC) recognized the extraordinary efforts of community members and highlighted the stakeholders who serve them on Saturday, March 16. During the event, participants had the opportunity to meet the Common Ownership Communities Unit staff, CCOC Commissioners, engage with community boards, management companies, stakeholders, and interagency partners.

Awards were given to the Condominium Member of the Year, Homeowners Association of the Year, Homeowners Association Member of the Year, Cooperative of the Year, and Community Event of the Year. OCR Director, Euniesha Davis, gave a Special Recognition to Commissioner Timothy Smith through a proclamation from the Office of the County Executive. Director Davis also presented awards to County Attorney, Rhonda L. Weaver, and County Executive Appointment Liaison, Miriam Brewer. The event’s special guest speaker, John Tsitos, President and CEO of Associa – Community Management Corporation, discussed “Volunteerism in Common Ownership.” The event was an integral part of the Office of Community Relations, the Common Ownership Communities Unit, and the Commission on Common Ownership Communities’ commitment to planting the seeds of future collaborations in common ownership communities.


OCR Celebrates Annual 311 Go Day of Action

The Office of Community Relations (OCR) knows how to blend fun with serving the community, and Monday, March 11, marked another successful edition of their Annual 311 Go Day of Action event. From dawn till dusk, OCR was out and about in communities across the County, making a positive impact on the lives of residents.

The 311 Go Day of Action event shines a spotlight on the County’s PGC311 systems, which encompass the call center, online portal, and innovative mobile app. However, it is not just about showcasing these vital services. It is also about giving back to the community, particularly its most vulnerable members.

This year, OCR directed its efforts towards supporting a local facility that houses senior residents under the Guardianship of Prince George’s County. OCR was able to donate much-needed household products and gift personal care items to the residents. Adding to the festivities, OCR’s Forever Fit Coordinator led a session of music and light exercise specially designed for seniors and a local southern cuisine restaurant catered a delicious meal that was enjoyed by all. As an extension of this initiative, OCR took to the streets, distributing reusable bags across the County.

Throughout the day, OCR interacted with hundreds of residents, making the event a resounding success, with both residents and OCR team members alike enjoying the festivities and community spirit.


Health Department Launches Two New Programs After Receiving More Than $7 Million In Grants

In a significant move towards strengthening mental health support for youth and families, the Prince George's County Health Department's Behavioral Health Division is proud to announce the launch of two groundbreaking programs: the Healthy Transitions program and the System of Care. These initiatives launched on Saturday, March 30, marking a pivotal moment in addressing the mental health needs of children, young adults, and families in Prince George's County. This was made possible through grants from the Substance Abuse and Mental Health Services Administration (SAMHSA), totaling $7.75 million over five years. These programs aim to provide comprehensive mental health services tailored to the specific needs of the community.

The Health Department is partnering with various agencies such as the Department of Social Services, Department of Juvenile Services, Department of Family Services, and Prince George’s County Public Schools for referrals, but residents can also self-refer.

DoE Celebrates Earth Month in April

The Department of the Environment (DoE) continues the month-long tradition of commemorating Earth Day throughout April! Many advocates have declared this year’s Earth Day theme, “Planet versus Plastics,” to highlight the importance of ending single-use plastics and curb fast fashion to combat climate change.

Rabbit Handling Classes Begin

Join the Department of the Environment for a Rabbit Handling and Care class on Saturday, April 27, at 10:00 AM at the Animal Services Facility and Adoption Center in Upper Marlboro. This free class, conducted by senior volunteer Janelle, aka “The Bunny Lady,” will be offered throughout 2024! This hour-long class will cover rabbit handling and care, diet, how to clean enclosures and more for anyone interested in adopting rabbits or bunnies.

The Department of the Environment (DoE) is hosting Pet Parenting classes on the first Saturday of each month throughout 2024. Join DoE at the next workshop Saturday, April 6, at 12:00 PM. Learn what it takes to be a responsible pet owner and a great family host to a four-legged friend for a lifetime. Time, cost, food, toys, medical, safety, and social issues will be covered during this one-hour presentation, which will include a question-and-answer session (Q&A).

ASD Is Looking for Volunteers

Municipalities Liaison Visits Town of Edmonston

Prince George’s County is home to 27 municipalities and they each make an immeasurable impact. Our Municipal Liaison, Denise Ross, visited with Edmonston Mayor Tracy Gant and Town Administrator Rod Barnes. They discussed the wonderful plans the Town has made and a few exciting events that are planned for later this year. They also had a chance to check out one of four Edmonston Little Free Library stands. If you are near the Town of Edmonston, we encourage you to stop by the Town Hall and check out this wonderful community resource.

AYLI members had the opportunity to learn about all of the free youth and family-friendly opportunities that the Department has to offer, including programs, parks, employment, and so much more! The night ended with a quick STEM competition with the winning team getting tickets to the summer Bowie Baysox game.

We had a wonderful time at the 39th Annual Women’s History Month Luncheon on Thursday, March 28. Each year, we look forward to this opportunity to celebrate women in our County Government. We want to thank our amazing Mistress of Ceremonies, Jummy Olabanji, and all of the wonderful women who joined us for this year's luncheon. We also want to congratulate Sheila Curry, our Grants and Special Projects Manager, on being awarded the Gladys Noon Spellman Public Service Award, as well as all of our "She's Trending" honorees and our scholarship award winners.
