Join Us in Welcoming New Members to the County Government Team

Dear Prince Georgians:

Throughout this year, we have continued our efforts to improve the quality of life for our residents, which includes providing a high-quality government that works efficiently and effectively. We have welcomed several new individuals to serve our County Government in various capacities this year, and today, we are excited to announce the selection of three individuals that will serve Prince George’s County Government in critical leadership roles.

Each of these individuals possess a great deal of knowledge and expertise in their respective fields and we are proud to have them working with us. Please join us in welcoming them to our team, and we encourage you take a moment to read more about each of them and their roles within the County Government below.

Mrs. Barbara Holt Streeter
Director of Strategic Partnerships

B. Holt Streeter

Mrs. Barbara Holt Streeter is the County’s new Director of Strategic Partnerships with the Office of the County Executive. She joins the County with over 25 years of experience providing innovative, detail-oriented, and brand-driven public and community relations, protocol, and event management solutions.

Mrs. Holt Streeter previously served as the Partnership Officer for Prince George’s County Public Schools (PGCPS), where she was responsible for establishing and maintaining effective partnerships in the educational, professional, and business communities to increase partnership capacity, volunteerism, mentorships, and internal opportunities within PGCPS. In this role, she led the creation of the Adopt-A-School, Backpack Block Party, and Teacher of the Year programs. Mrs. Holt Streeter also sought and developed relationships with key stakeholders including local and regional businesses, local, state, and federal officials, faith-based organizations, homeowner’s associations, and non-profit organizations in an effort to enhancing student learning and academic achievement.

Prior to her tenure with PGCPS, Mrs. Holt Streeter served as an Adjunct Professor of Public Speaking and Teambuilders Workforce Development Program at Prince George’s Community College. In addition, she served as the Manager of External Affairs and the Faith-Based and Community Outreach Manager at the Maryland Department of Housing and Community Development (DHCD). She also previously served as the Communications Director of the Office of the Lieutenant Governor for the State of Maryland.

Mrs. Holt Streeter holds several professional affiliations including the Honorary Commander Program at Joint Base Andrews Air Force Base, Prince George’s Chamber of Commerce, The Links, Incorporated, Alpha Kappa Alpha Sorority, Incorporated, and First Baptist Church of Glenarden. She previously held memberships with the National Association of Black Journalists, Prince George’s County Public Relations Association, Vice President of the Black Public Relations Society DC, and Women’s Speaker Association.

She is known to many as the “MoveYourBody Motivator” because of her efforts to encourage the community to move and develop a healthy lifestyle. She is also the Founder and President of MrsPRProtocol & Associates/Barbara Holt Streeter Consulting. Additionally, Mrs. Holt Streeter currently serves as the Community Relations Liaison and Protocol Specialist and Director of the Christian Business Ministry at First Baptist Church of Glenarden in Landover/Upper Marlboro, where she is a member. Mrs. Holt Streeter also serves as the Chair of County Executive Alsobrooks’ Faith Advisory Council.

Mrs. Holt Streeter holds a Bachelor of Science in Business Administration with a concentration in Marketing from Frostburg State University in Frostburg, Maryland, and a Master of Professional Studies in Public Relations and Corporate Communications from Georgetown University in Washington, D.C., which certifies her to work with nonprofit organizations as a Cause Consultant. In addition, she has completed the Project Management Training Boot Camp.

Mrs. Holt Streeter began her new role with the County on May 8, 2023.


Mrs. Samantha Howard
Latino Affairs Liaison

Mrs. Samantha Howard is the County’s new Latino Affairs Liaison. She joins the County with over 18 years of experience serving as a community liaison in higher education and brings extensive knowledge of the County’s Hispanic/Latino population, community organizations and partnerships, as well as a passion to foster deep community relationships.

Prior to joining Prince George’s County Government, Mrs. Howard served as the Coordinator of Recruitment and Community Relations at Prince George’s Community College (PGCC) for more than 15 years. In this role, she worked with underrepresented student populations, developed community partnerships, and expanded recruitment opportunities for the County’s Hispanic/Latino population. During Mrs. Howard’s tenure at PGCC, she advocated for inclusive language in the college’s universal application and led efforts to eliminate out-of-state tuition for undocumented County residents and Deferred Action for Childhood Residents (DACA) recipients.

Mrs. Howard was born in San Juan, Puerto Rico and became a Prince Georgian in 1999. She attended Prince George’s Community College where she earned a General Studies Associate of Arts in Communication/Speech. Mrs. Howard went on to earn a Bachelor of Arts in Communication Studies from the University of Maryland Global Campus. Mrs. Howard has received numerous accolades throughout her career, including being voted Mentor of the Year, as well as receiving the Student Services Cracker Jack Award and the Envision Success Star during her time with PGCC. In her spare time, Mrs. Howard enjoys traveling with her husband and four children. She and her family also enjoy attending cultural events and the theatre.

Mrs. Howard began her new role with the County on August 14, 2023.


Ms. Pamela Dickerson
Deputy Director for Procurement, Supplier Development, and Compliance, Office of Central Services

Ms. Pamela Ford Dickerson is the new Deputy Director for Procurement, Supplier Development, and Compliance in the Office of Central Services (OCS). Ms. Dickerson is a forward-thinking and results-driven contracting professional, who joins the County with more than 19 years of progressive experience and expertise in government budgeting, public procurement, contract compliance, and public policy.

Prior to joining the County, Ms. Dickerson served in the District of Columbia for almost 15 years, where she managed an extensive contract volume procuring highly specialized and complex goods. Ms. Dickerson most recently served as Deputy Chief Contracting Officer (DCCO)/Supervisory Contract Specialist in the District of Columbia’s Office of Contracts and Procurement (OCP). In that role, she had unlimited delegated contracting authority, managing and supporting Contracting Officers within the Public Safety Cluster and DC Supply Schedule. Before serving as DCCO at OCP, Ms. Dickerson served as Deputy Chief Procurement Officer with the Contracts and Procurement Division in the District’s Department of General Services (DGS). In this position, she had a $60 million delegated contracting authority. She also served as the Contracting Officer for Small Capital Construction Projects, ensuring cradle to grave projects for firehouses, playgrounds, recreational centers, and renovations for the District. 

Ms. Dickerson previously served as Special Assistant in the Executive Office of the Chief of Police for the District of Columbia Metropolitan Police Department (MPD), where she worked closely with the Chief Operating Officer (COO), assisting the agency with special projects, as well as contractual and procurement needs. One major project that she advised was the rollout of new police uniforms for MPD’s 3500-member organization. Prior to joining MPD, Ms. Dickerson was assigned to support the department as a Contracting Specialist in the D.C. Office of Contracting and Procurement (OCP). As a lead specialist, she led efforts on major projects such as the new Photo Enforcement Contract, Police and Fire Clinic extensions and solicitations, and the Body Worn Camera Contract.

Ms. Dickerson began her professional government career with the D.C. Department of Health Care Finance (DHCF) as a Collection Specialist; however, she moved on to find a place under the Chief Operating Officer as a Procurement Analyst. She was responsible for the agency’s contract management and compliance management efforts for their billion-dollar annual budget.

Ms. Dickerson is also Principal Consultant at Public Procurement Partners, LLC, located in the District of Columbia, where she is a public procurement consultant, trainer, and coach to small business owners, governments, and local municipalities. 

Ms. Dickerson began her new role with the County in July 2023.
